It appears tbat there tire nineteen trading post *, four" of which are protected by forte, and only threo towns of any size, viz, Sitka, St. Paul and Deloroff. The country, so far as described, does not seem to be very productive, but it is likely that the Russians have not made thorough agricultural experiments. The wood in the neighborhood of the posts does not seem abundant, which want may be atoned lor more fully in the interior. in regard to fish,the supply seems abundant, salmon being tho principal product of the waters. Furs are also plentiful, the trade being in the lands of Indians, who are always willing to barter tho spoils of ihe forest for the commodities furnished by civilized men. Takuii literally,.wilbout any idea of further improvemeht, this acquisition would not soom to be v.»ry valuable. But there are such advantages in its fisheries and fur trade that it ii certain that under the stimulation of American enterprise, it will be carried to a point of prosperity in a few years which will be surprising to those who remember Alaska as it was.
THE decision of Ohief Justice Cease, in the habeas corpus case of Elizabeth Turner, at Baltimore, is highly important, as it sweeps away the so-called State jurisdiction in the case of negroes, by which it was hoped to continue t^ institution of slavery in a modified fonxi. This girl was a slave by the laws of Maryland, which existed before the passage of the Constitutional Amendment prohibiting slavery throughout the United States. 5y tho adoption of that amendment she became free. It was the duty of citizens of Maryland to obey the supreme law. But under the State right# doctrine, which produced th.e rebollion, it was attempted, by fraud, to nulify tho effect of the Constitution and of the Civil Rights bill which was founded upon it. There was some difficulty as to the success of this system of defiance in the case of adult negroes, and therefore the attempt was confined to the cases of minors. The ap el

The de« sign was to continue slavery in Maryland in a modified form and ut der another name. Chief Justice CHASE decides posU tively that such an evasion of the Constitution cannot be permitted. The leaders of that organization "kaow full well, thnt with him as the standard bearer of tho Union party, it would sweep the country with an. irresistible power, hence their chagrio and rage at tlie mere prospect of his nomination.— Most of the petty organs of the party, look upon the contest as already over, and the victory won for their aide, before even yet the struggle has commenced, but the abler and more shrewd of the Democratic papers, like the New York World, Boston Journal anu Chicago Times, warn tboir party friends, that instead of winning a victory in the late electiens which settles their ascendancy hereafter, the canvass has scarcely commenced, and that it is not too lata yet for them to meet with overwhelming revorses. Local causes, and the apathy of the Republicans in many place.-, produced by too much confidence in their prospects of success, contributed more than anything else to give the democrats power. But when the national contest comes on, as soon it must, local politics, personal favor, and the apathy which characterized the conduct of so many Republicans in the late canass, will bo socn nowhere, and the party fully aroused and determined will triumphantly achieve the election of its ursdidatelfor tne Chief Magistracy of tho miti-in. However, much we may regret tbe election of a .Democratic .Legislature in Ohio, and tbe certainty, as one consequence, of the election of a copperhead successor of Senator Wade, we cannot but believe that tbe result will contribute nore to Republican success next yoar, than to its defeat. In the national contest the Democracy cannot triuuiph. The past record of the party weighs upon it like an incubus, and will drag it down to certain and inevitable defeat, no matter how tkillful may be the tactics of its leaij ere.

We are yati?Qed with this explanation from the Journal as to the weight of influence the Democratic leaders of this region have with it. A paper that has the courage to tell Hs party leaders that, •'thr.y don't amount tn a row of beans— aiv.t aru not even as important as a drouth stricken patch of pot«tes with one in a hill," is surely not tabe grinned !»t. We do not, however, agree with the Journal injits estimate of "leaders." We think they are an indispensible kind of creature--, every one oi whom should have a campaign "organ" of his own, so that he could warn the people when an election was about to occur, and be iri a position particularly, to advise !.hetn of bis own sacrifices for the public good, und also to publish his speeches "in full." If there is an unhappy creature in the wurld, it is a leader without an organ. We think when the Journal cools off a little it will retract the above and^take our view of the matter.
A meetixq was held last week in New York for the purpose of considering plan of constructing great railroads, to b: devoted to no other purpose than the transportation of freight,^ prohibiting their uso altogether for passenger travel. At present, on railroads, freight has to give way to passengers, and where the travel is exiensivo, freight trains have frequently to lay by to allow passenger trains to pass them. This induces great delay in the transmission of goods, and is tho principal reason why tbe Express System, managed so that light parcels are carried with the regular passenger trains, has attained to such an immense business in this country. A road entirely devoii of frsight, would undoubtedly produce much mote celerity in movement, and prevent many unpleasant delays.
Another feature of this plan, is, that it is proposed that the railroad owners shall not engage in the business of transportation, but leave it open to all carriers who will place locomotives and trains on the roads. T&GoreticaHv, '.ho plan seems to be feasible, provided tW freight business can be made large enoti^h to compensate for neglect of the passenger traffic, and provided also, tbat the regions of country wbicb are to be penetrated by the roads can furnish enough of their products to keep up the busineas, pay the cost of the'investment and yield a profit But there is one feature about this new plm, which is likely to create a very strenuous opposition. It is assumed that Congress has a right to create these rail roads, through the various Stateif without the consent of the State authori. ties. Heretofure the right of Congress to authorise the building of railroads in the States, ha* been claimed to be undoubted und«r the auteority to create post roads. But us tbe&e freight roRds will not carry the maiis, and are to be operated at a low rata of speed, this claim cannot be main1 tuined.

Assistant Treasure^ Van Dyke, at New "York, writes that»1n ail cases the distinct understanding between the parties sending in the notes and himself has been, that ho only received tho bonds for transmission and conveyance. To that effect, he requires all parties to endorse tho notes as a means of their identification, so if found to be spurious or corrected, they may be Returned to tbo^ovnpr without difficulty.

THB TRIAL OF JEFFERSON DAVIS. Tbe Herald's special says District Attorney Cbanceler has notified Charles O'Conner that the Government will be ready to proceed with the trial of Jeff. Davis at the session of the United States Circuit Court in Richmond, commencing on the 25th of November. Unless postponement is procured by Davis' counsel it is considered certain that the trial will
