The Elections.
It is safe to say thnt the State elections %eld during the few days paat in Iowa, Indiana, Pennsylvania and Ohio have astonished all patties. There is scarcely A Democrat or Republican to be fouud who anticipated or has yet actually realized the results. Iowa and Indiana turn out to be .about as usual in their political
rules of political observation. The Republican party, by all signs, had a right to rely upon carrying their ticket, bj' fair and usual majorities in these States. Its sneciQrt*, however, was barely nominal in each State. This resulted from a singular combination of circumstances, and from an array of causes which are unusual in ordinary political campaigns. It is not our purpose to go into a detail of these causes-, ilany of them will occur at once to tbe intelligent reader. It is of the rfsult that we pr.-pof-- to ^peak and of the moral which it tm.ches to tho party to which we belong. The resu't is that the Republican party has narmwiy escaped defeat in the two great States of Ohio and Pennsylvania. Tt has lost the
Legislature and tber-by a State Senator, (to succee.l Senator WADE) and perhaps two Congressmen in Ohio and some officers that it ought to have elected in Pennsylvania.— The general result in Iowa «nd Indiana is not changed, although tho short Republican vote in both States does not argue well lor party tactirs uc-d di-cipiiue. It shows the obi ami well, known tact that tfHtjoritii-8 do not work together as 11 as niinoi'i'itts, mid -i s' lid close-working uiir.-ritv is more relutbie thun a heavy 'alid li.tmvjviinted majority. This is the history of ail parties and Qftrfd nt astonish anybod'y. Heiein, however, is a lesson for-, our trty which we trust it will heed and profit by.
Th-- r«:sult in Ouio utid Pennsylvania demonstrates that the Republican party undertook vcarry too much. It is a progressive party and one which goes for tho broadest, and most perfect universal and political rights but the recent results in thu two States alluded to,^ shows that its leaders are in advance oi tho po ular sentiment on some matters, fIkr as Ohio and Pennsylvania are concerned.— The parlv'attempted to carry the Constitutional Amendment, granting manhood suffrage, irrespective of color, in Ohio, but has signally failed in this. Thfc' vote of Ohio is but a repititi of the same experiment in Wisconsin a couplo of yjurs since, which re stilted in a similar failure. It will not probably be attempted ngain for some while to come in the Northwest, and so far as party policy is concerned, it ought not to he. Thu time will doubtless come when tho mere color of the skin will not rate as part of tho qualifications of a voter in any the States of the Union but it is not yet upon us, and our people are slow to divest themselves of the old predjudice.' which have so long controlled tbem, and which was in fact Lorn with them and arj part of their being. The hanging of the Constitutional Amendment ro t'a-3 Republican State ticket in Ohio, like too much tail to a kito, proved nearly too heavy for the ticket. There were serlous''ciuplications -and mistakes
Pennsylvania which worked out their legitimate results also. On these we do not propose to dwell. It is an old sayng among hunters that if our foresight could be as good as our hindsight there would Joe no danger in this world There is a good deal ot truth in this in politics as well as everything else. Now that the campaign is over ami the excitement of it passed awxy, we can look back upon it and see with moro distinctness the causes whi'-h producd the unexpected results.— Tho reaction has been great, and must have required important causes to produce it. It was not unlike the great political reaction of 1862-3 following the Presidential proclamation of emancipation, when Maine, Massachusetts, Michigan and Wisconsin gave less tha half tLe'r usual Republican majorities and Pennsylvania &cw York, Ohio, New Hampshire, Indiana, Illinois and New Jersey were swept by the Democrats with heavy majorities. Then the copperhead Democracy of the' North was jubilant, and proclaimed the war a failure, and «et up a fresh opposition to the soldier? in the field. The suc» ce of that party, however, was bi* trausient. It was nearly obliterated in 1864. Since then it has been struggling hard for life, and has been marshalling its forces, and auwing discontent among the JleDublican ranks by every resort to falsehood, trickery and deceit. The unsettled state of the country growing out of the condition of tho reconstruction of the rebel States—the question of mani hood suffrage in the North, and above all, the financial questions of the day
Republican party, together with a reckr less and desperate Copperhead Federal .Administration at Washington have, been the chief causes of the wide spread listlossness and defection among the .Republican ranks which was manifested in the elections last week. There Is something too in nabit In the intermediate Stain elections between the Presidential elections it is impossible, apparently. to arouso tho Republican party. Those who hnve observed thecours«of elections for years past will at once recall this fact, and can easily admit it by recur ine to our own State elections since 1856. Tho partial failure of the Republican party in carrying the elections of las! week will not affect tho strength or comoaotness In thu coming Presidential elec Lio'i of nest year. Tne his jo ^aqtor
General Grant tor tho 1 cutit elections is lull of warning and instructiv" Cachings and will not pass unheeded tither by Congress or the people at i*rgo. If Mr. JOHNSON and his present or future Cabinet officers wish to act on tho recent popular elections as an endorsement of his copperhead policy be and they will find themselves much mistaken.

The pe»ple of the great States which bavo recently held electious are not rebe or copperheads, and this fact- will be demonstrated st the next elections. Tho aVp&reIlt success of tbe Democracy in 1867 will be found to be illusory and the grand Republican triumph of 1863 will be grander than any previous one. Such is our prophecy!
THE report coaies from Washington that tbe war between the President and not likely to sb&t^ in virulence and' flgor durino the coining winter. Mr. Johnson will doubtless sanction nothing which that body may do, but as usual will use his reto power on all occasions. Congress, however, has the same advantage it has enjoyed over him hereto-

OUR dispatches state that the Cabinet has under discussion the appointment of a permanent Secretary of War, and that General Grant is urging bis Chief of Staff, General Rawlins, for the office. This latter report is in all probability not true. The fact is, doubtless, true that the President ba3 determined, as one result of the lato elections, and to rid himself of Democratic pressure, to make more than one
complexion. Although there are singu lar local changes in different portions of ehwge in h,s Cab.netadv.aers^ He found these States, yet the general result i. in Cabinet of President Lincoln ready accordance with ordinary calculations, made to his hand,, and adopted it As Ohio and Pennsylvania, however, show long as it was in full accord with th. results very differential* any thing that principles which were held by the party
couli have been foreseen by the ordinary
which elected him there was no trouble, but when he commenced to"swing around the circle," the question was, whether he could obtain the co-operation of his Secretaries Attorney-General Speed and Postmaster-General Doitnison, finding th&t the new doctrines of the President were in entire variance from their own, resigned Edwin M. Stanton, while refusing to resign, remained firm to tbe principles which he had held during the war. Secretaries Seward and Welles, with facile subservience, changed their HOPS—Quiet at 40@65c.

with their master. not openly condemned the policy of the President, but ho has not strongly advocated it As officers went out others were introduced more agreeable to the Executive, but of those it is now said that Mr. Randall, the Postmaster-General, and Mr. Browning, Secretary of the Interior, ure not sufficiently ultra.
There are any number of Democrats anxious for thi possession of these offices, and desirous to wield their influence for the benefit of the Democratic party.— Hence, there has been a continuous preisure by the Democratic politicians who are in fuvor of tbo White House, for a recon*. .-truetion ol the Cabinet, so thut it may be peopled by new l'riendi. It would be very ungrateful for the President, to turn out his super-serviceable adherents, and disgrace thu.n before the country. Mr. Seward, for instance, ciings fondly to office. He is willing that anybody shall be king, so that ho shall be Vicar of Bray. He has sacrificed upou the altar of personal interest the principles and honor of a lifotimc. He has sold his birthright for a mess
ol
pottage, and to remove him
from the office tc which ho so fondly adheres, after he has abased himself in order to preservo hi3 tenure, would be cruel and iuhuruan. Ho was the first to approve of the President's policy, when it became obvious that the course of the Executive was to be different from that which was expected by tbe coautry. He placed himself on the record as as npprover of thai policy, by his letter of July 11,1865. As he ha1 sacrificed all bis hopes in political life to retain possession of his office, how hard will he the stroke if he should bo stricken down in the vigor of his fidelity. Mr. Randall and Mr. Browning were called to tbe Cabinet, because, in imitation of the President, they had "gone back on their friends." Is the reward to be so stinted that tboy are to he displaced while in the full exercise of their useful powers? General Grant is unpledged to tho President, and his appointment was but for tbe emergency but it will be ungrateful to the Democrats if ho should be succeded by a Blair. If tho President really intends to make changes, they ought to be thorough the hybrid breed of conservative Republicans cannot propagate a party. They are but weights upon the thorough defection which sways the Pres dent. The 14th of August Convention in Philadelphia was a failure. In no State is there an Andy Johnson party, composed of renegade Re publicans, of sufficient strength to carry a local ticket If Mr. Johnson desires a re election in order to finish his work, his only hope is an alliance with the Democruts. If ho fills his Cabinet with such men as Jerry Black, Pendleton and Val. landigham, he will have an influence which may even manipulate a Democratic National Convention to nominate hitBi and he can make himself safe with the white men of the South by making Admiral S-nnmes Secretary of the Navy, and Robert Lee Secretary of War. With a Cabinet c-f this kind, :nd with Seward, Welles and McCulloch st-f adritt, the sails of tho White House couid be trimmed with some hope that the haven o! re election may b? reacln d.
