Edward Everett claims the authorship, and lias now in his possession tho original draft of ths loiter, which was found by Fletcher Webster amoug his fathsr's pspsrs and returned to Mr. Everett at his (Everett's) request. Tho letter, It appoars, was drawn np by Mr. Everelt at Ibe desirs of Mr- Webster, who was, at the time, suffering from illness. It is the Intention of Mr. Everett to publish the original letter, with an amendment made by Mr. Webster, for private circulation among his friends. Tl»e Arctic has arrived, bringing Liverpool dates to the 15th. Liverpool, March 38. lllrsova waa taken by the Russians, but we have no details.
The Russians have also.taken the strong position of Babtfbagh, and are thus masters of the Upper Dobondsch*.
It is reported that Isaktchl was taken by the Russians, on tho 27th., 400 Russians are reported to have left Sebastopol, In five steamers to aid GortachakofTs operrtiona beyond the Danube.
The Turks aro throwing reinforcements into Varna, aud the British fleet is coming off that coast.
These Russian movements have changed tho entire plan of the campaign. Sir Charlea Napier with 33 ships, is anchored off Moon Island.
Baltic position of llie Russian fleet, is frozen in at Revel. The Russian loss at Tustukal Is 3300 and 3500.
It Is stated that Omar Pacha had anticipated the Russian advance Into Dohndge, and that the Otto man force then, was falling back, accordingly upon Tragans Wall, which la well fortified whero the Russians will have to enoounter about 60,000 Turk*.

Dickson, one of the Physicians connected with the State Hospital in this city, wns killed in a duel at Saoramento last Thursday, by P. W. Thomas, Esq.. District Attorney of Placer county- Dr* Dickson was 30 year* old, and was a native of Tennessee. but had resided in California about four years.
J. D. Whipple, a clerk in the Crescent City Hotel, was shol and instantly killed on the 10th inst., by Leonard Metzger, the keeper of the house. They were "skylarking." and Metzger picked up an old pistol, which had been lying in the desk for six months, and not supposing it to be loaded, he fired and killed his best friend.
George Kerr, Stale Printer, and one of the proprietors of the San Franciaoo Times and Transcript, died in Stockton on theSlh inst. Captain Kerr was a native of Lewistown. p*. During the Mexican war he commanded a company of the Louisana mounted Volunteers, and was favorably mentioned in Gen. Scott's dispatches.
The record of violent deaths during the week is ur.useually lull. Within the forthnightwe have accounts of tho killing of about fifty Indians. They Th*y were killed by miners and dealers in the northern part of the Slate. The killing is justified upon the grounds that the Indiuns had stolen horses from ihe whites, and committed other aggresions.
Mr. Aikenhead, late Treasurer of Santa Clara county, is reported to be a defaulter to the amount of more than $25,000. He has left the Stale.
Wm. M. Eddy, a late Surveyor General of tlit!) Siate, died in this city on Ihe 10th inst. He was among ihe early pioneers to California.
Adama At Co's Express was robbed of20J ounces of gold dust on the 7th inst. It was recovered—-found in possession of the clerk of the boal on which the Express was conveyed.
Judge Lancaster, the newly elected Delegate to Congress from Washington Territory, arrived on the last steamer ftom Oregon, and will take his departure for Washington. D, C., by the steamer of the 10th.

She brought up as prisoner Frederick Emery, the reputed Secretary of State of the filibuster Republic of Sonora. lie was arrested at San Diego by order of Captsin Dorntn, of the sloop-of-war Portsmouth.
