Our County Fair. jnot.r Carthage, is again open and ready for Came off, as announced on Saturday last, the reception of patients. That portion of and ns an exhibition of ngriculiural and it that was destroyed by fire, has been remechanical industry far surpassed the most [built and a number of bath rooms added, sanguine expectations of any one. The I which renders il in point of convenience exhibition upon the Fair Grounds and at the Court House, was very respectable, and was looked upon with conuuci.dable interest, by a large crowd of spectators. The exhibition of good stock, homes, cattle, hogs, sheep, &o., embraced a number of splendid specimens, although not as many •a might have been brought forward. There were several fine horses, and three or four elegant brood mares among the dumber. The number of agricultural implements upon exhibition, although not large, were such as should reflect much credit upon the manufacturers. THE CLOSIRGSCENE.—The famous case, which so largely engrossed public attention for the last two weeks baa finally closed. The trial at Lebanon, il is generally-admit-ted, has been ably and impartially conducted. sJudge Rogers has received deserved commendation for the ability, moderation, and strong sense of justice be has displayed. He has proved himself a competent, a learned and impartial Judge. The Jury was composed of sound and sterling men, unprejudiced in their opinions, and solemn duty. The case has been energetically and ably conducted, both by the counsel for the State and the defense. No effort nor honorable means have been spared to give William Kissane a fair and impartial trial, and we belieye, as far as nature can be infallible, be has received what were his just deserts.
The verdict was returned by the jurors after a retirement of three hours, and its announcement was solemn and effective.—• Tine general impressioo in about Lebanon was that Kissane would either be acquitted or Ihat the jury would disagree. Their decision of "guilty" caused general surprise, accompanied a saddening influece, as a large share of sympathy had been awakened in behalf of tbo unfortnnale man, who, whatever his sins, has sufferred greatly, and whose position cannol but be calculated to arouse pity even in the sterneat bosoms. Kissane's late standing in society, bis previous reputation, his youth and his sudden fall from high position into dishonor and probable crime, have linked to his name a species of romance and mystery, and strange curiosity, that have been felt throughout the land.
We know not when we have witnessed a more singularly impressive and mournful scene than that which attended the rendition of the verdict.
The courl-rooni was dimly lighted, the nig'tt without was dark and stormy, as if in unison with the fate of the prisoner, when he was brought in to hear the decision of those twelve men upon whom his future destiny hung, and with whom bis every worldly expectation rested.
Kissane looked full of hope, as he stood up before those jurymen, and gazed fixedly at them, as if he would read their sentence ere it was uttered. The awful word 'guilty' fell not upon his ear, as much as upon his soul which appeared to shrivel before that fearful sound. Every ray of hope died in his countenance he started and gazed wildly around as if to seek for protection, and sank overpowered under the unantici paled olow. He grasped nervously the arm of Judge Walker, who lied struggled so nobly in his defence, and who had fought so bravely, though in vain, against the dark and impending fate that awaited him, and exclaiming in a trembling and a tone That is wrong, Judge! As Heaven is my witness, did not dp V!" burst into an agony of tears. .^T
Each spectator in that court-room felt a thrill of woe, in that painful and awful scene, dead as the hope of tho unfortunate who wept, weeping like a child before them.
Justice, perhaps, had been done but justice is stern and terrible it softens not its rigor though human nature is its victim. Justice, thou art tearless and stony, and dreadful when meek-ey«id mercy folds thee not beneath her snowy wings
Tho scene will be long burned upon our memory. Near Kissane sat his young brother, bathed in tears, and sobbing as if his heart would break—helpless then he seemed and deserted the' elder brother, to whom he had looked up as to a father, plunged in despair and affliction, was near him, a convicted felon. The mother of these two young men, thank Heaven, was not there. She had not yet learned that fearful intelligence which will slope the darkened descent to her not distant tomb. She was awaiting with breathless suspense and anxious mind, and high, beating heart, tho return to his home of her cherished son.— A mother's love had never accused him— in her sight he was as innocent as when he lay, a smiling infant upon her bosom. The hour approached when she awaited his coming—the declaration of his acquittal.— How bitter, how crushing the disappointment
And who was to bear the sad tidings to that mother. Who was to awaken her from the happy dream to the horrible reality I

Attorney General Cushing's Opinion on the Texas Five Million matter has been fully approved by President Pierce. The Opinion recommends a retention of the five millions by the Treasury, until further legislation on the part of Congress and on the main points, fully sustains the course of the Fillmore Administration in relation to the subject. Secretary Guthrie has* written and transmitted a circular to Collectors and other revenue officers, which will soon reach the public. Il contains (it is said) an unmistakeable admonition to Collector Bronston and others.

Lola Monte3 had a row with her husband 1)5 Marysville, last Saturday night.— It se«i.»s he did not like certain movements of Mr. Miska liauster, one of her suite, arid attempting to remonstrate with her,she raised her divine foot and nearly kicked the breuth out of the poor tellow. He armed himself and returned to the assault, and had just got himself in a beautiful attitude—one pistol at her head and another at his own-when some of the bystanders interfered and took him away. Lola then pitched into the crowd right and left, demanding her 'dear husband,' &o. The landlord of the house allowed the Countess to remain all night, but rather summarily ejected her whole retinue, husband and all. Poor Mons. .Miska Hauser took the first bqat the, next .morning for for the bay.
0tr The press of Cincinnati is quite se vere upon Judge Spooner for a late decision releasing Officers Harding and Bloom, charged with kidnapping. The officers seized upon a negro man and hurried him to Ken tucky, wnero he was consigned to slavery, without trial and without evidence in the trial of the officers to show that the negro had ever been a slave. The Gazette says the decision of the Judge was very extraordinary, and "one which not a single re spectable lawyer in this city will pronounce warranted by the evideuce." The police judge will have to make better decision* than this, or the press will make him as notorious as Judge Flinn.

Now, we believe that this road can be built, and will be built, in less time, and with more general satisfaction by the cooperation of the States and individual the experience derived from the past proves the utter inability and inefficiency of the general government in completeing a great work of internal improvement, to say nothing of the danger of exercising that power. The great Cumberland road, was for thirty-six-years a constant drain on the treasury, and but little more than half finished: and Congress has been and is now, and will be for years, pressed down with all sorts of claims from people along its line, and contractors, which* if entertained, would materiality diminish our surplus revenue Let the government keep within constitutional limits and the people will see to take, .care of themselves.— Washington Sent.

LAW.—Governor Wright of Indiana made an excellent.speech to the crowd (our Vermont State Fair on Wednesday) and in the course of it paid Vermont and its Liquor Law a strong compliment, lie had been surprised he said' that among the thonsands assembled on thd occasion, he had not seen one drunken man! In the three, jea lour days of the crowd, we saw but one man who appeared to be ."half seas over." We hoard of only one committed to jail for drunkenness during the fair, jand only four commitments in ell, yet police force was strong and vigilant. The fact is that when rum is restrained within proper bounds, fighting and rowdyism are also restrained. In these respects, although there was too much provication on Friday for irregularities, the Fair has been most honorable to the State, and has given our people the highest reputation among strangers for order and sobriety.— Montpelicr Watchman.
WHEAT.—Steeping
seed wheat four hours in a saturated solution of choleride of lime, has been found a preventative of smut. Wheat perfectly clean from smut will not produce it, but seed oan bo infected by contact. Washing wheat in lime, and skimming out all the light kernels, probably acts as a purifier, though the lime in which it is afterwards rolled may prove a remedy by destroying the fungus. Sonne such application may always be made.
An interesting youth of about fifteen years of age recently died in California and bequeathed $225 towards the erection of tho Washington Monument. This noble boy, early inspired with a profound admiration of the character of Washinton, felt that he could not leave this world without bequeathing something out of his scanty ear.nings to honor the great Father ofhis country. flow noble, how generous, how patriotic, and worthy of imitation by those who are more blessed by fortune.
STREET, LEGAL DECISION-
In one of the city courts in Cincinnati, a few days since, a driver was fined twenty dollars for running against a pedestrian who was crossing the street. The Judge decided that at all regular street crossings, pedestrians bad the right of way, and that the law requires a driver to hold up when he sees a foot passenger crossing in front ofhis team. The same principle of law holds elsewhere, and is worthy the aolioe of both drivers and pedestrians.
RAIL ROAD STATE.—From certain tables and data published in the New York Times, we gather the following items in relation to railroads in Ohio. Between the eastern and western borders of the State, there are nine distinct railroad lines running east and west, either entirely finished or in rapid progress towardsoompletion. Between Lake Brie and the Ohio River there are aix through lines. Besides there are various other lines connecting, intermediate points, aud built to answer specific objects. There are 64 counties in the State of them 64 have or will have, railroads running through their county seat.
