The "SeMtttel" is to be the name of the new Democratic paper al Washiogtou, to be edited by Beverly Tucker, of Virginia The first number is to be issued the first of September. The publishers state that they do not propose to be an organ of the Governmept, except in so far as an independent maintenance of the doctrines of the Democratic party may express its views and that the Administration has their best wishes for its success in tne establishment of the great principle upon which it came into power and in its honest labors to attain such an end it will find the Sentinel its friend and coadjulor. The Union expresses the opinion that it will prove an agreeable .,1 ni. *. A co-laborcr. /A#

The Express says that DB. DAILY was elevated to tho Presidency of Ind. University through democratic influences, ilow can this be? lt is said thai he received the unanimous vote of the Board of Trustees for that position. We know four good whigs who are members of the board, so democratic influences could not have elected him to the Presidency. We oan't think that purely political influences could have operated in his selection, although a **high official Democratic influence" as the writer ia pleased to term the present executive of the State, may have favored him. -r—

For matters of interest the citizens are refered to that delectable sheet, the Express, of to-day, Besides the brilliant effusions, graphic descriptions, and apt quotations of the absent editor, it ooniains enough political verbiage to pastime on until the next Presidential election. Uncle 8am's Money Parse. While nearly every other nation in the world is deeply and almost hopelessly in debt, while "old Eofland" is groaning beneath a national debt which is grinding her subjects to ihe dust, aod is resorting to atmost every expedient to replenish her exchequer, our government is at loss to know what to do with its fast accumulating revenues. More than twenty millions are now in the Government Treasury, and as the National debt has all been paid, the Secretary of the Treasury, as will be seen from the annexed notice, has determined to buy in Government bonds, which have several years to run at a premium of twenty' one per cent. Very rarely haa any government upon earth exhibited auch a spectacle.

There is uo evidence of extraordinary quality, or culture, either in the touee of the voice, or in tho mode in which it is managed! Wherefore, then, its power thus to afioct one? Ah! therein lies tbe secret of song. The tones you hear, are the embodiment of felt omoUona in the alnger, and they—these emotional uIterances —appeal, therefore, with irresistible power to the common feelings of our common nature. The unbidden tear in the eye, and the "hand on the sword", are at once, the natural responses to that appeal, and the evidences of its truthfulness. The power of Expression—of giving a tongue to sentiment—of pouring out the feelings that ought to pervade the mind of the singer, and of arousing those of a similar nature in hia Nearer—this is tho true Orphic power—the soul and essence of song— and, though a man have all tho other abave enumerated requisites in superaboundlog affluence, yet If he be destitute of this, he Is bereft of the very life of song, and is, consequently as a "lager, dead, while he thinketh he liveth.

The papers alqr that Bodisco. the Has si an Minister. is!growling prodigiously he waited upon Mir. ilarcy early on Sunday morning, bitterly complaining of an article ia the Union, Costa and the Symrna affair. He furiously biased out against, Costa, calling him a felon, charging him with having stolen the crown and regalia of Hungary. Mr. Itfarcy courteously listened to the ravings of the Russian Envoy against Costa and the Union, and then he smiled serenely, and spoke in terms of approval of the tone of the article in question.

The President and the Cabinet of course laughed at the idea of the Russian minister muzzling our republican presses. A bystander remarked that he Would readily agree that the freedom of Hungary should be decided on tbe spot by a personal pugillistic encounter between Count Bodisco and Gen. Armstrong. M.
