The Speaker having staled that the reason indn ced him to make the selection was that be did not wish to make appointments from those who, voting for the adjournment.showed I heir desire to return borae.

To tbis Mr. Owen replied, that by all parliament ary rules, the majority of a committee are to be given those who have been instrumental in baying the committee raised, because tb#y have assumed the responsibility of the matter, and, consequently ought to have the power of carrying it out. The adjournment resoulution embraced the matter of revision of the Statutes, during the recess, and for that such committee was raised. It was argued

that suob committee would facilitate business, and hence' the adjournment was proper. But the ac tion of (he Chair was to wholly exclude the friends of the adjournment, and thus throw upon them the responsibility of that measures, and at the same time deprive them of ability to carry out views which (hey regarded as the best for the Slate.

Mrr English replied, but the debate assumed a personality, which the Reporter does not notice, because he has always avoided matters of that kind But it might be inferred from the remarks, and the whole proceedure, tiiftt fears were entertained that such a revision might probably be made, as would lead to a protracted session, when the General Assembly again convened.

During the debate Mr. Busktrk said that he had opposed an adjournment, but whet the Democrats of the General Assembly had held a caucus to consider on the adjournment, he had pledged himself to act In pursuance of its action, and bonce hit vote in favor of his adjourning.

The motion to reconsider was carried—ayen 52 noes ill. Tho question then recurring on the adoption of the resolution to give the Speaker the appointment of tho committee ef revision.

Mr. English moved to amend by strining out the resolution, and inserting that the House, the Sen ate oonourring, will not adjourn,

The amendment was laid on the table—ayes 47 noes 29. Mr. Mudget moved to amend the resolution by substituting an election by a viva voce vote of four members, to constitute a revising committee.

Mr. English declared that It had been his determination to resign, as or,e of the committee on revision and had so expressed himself to the Speaker and others, this morning. His resignation wssacor pled.

The motion of Mr. Mudget prevaiiod—ayes 69, noes 10. The question being on the ad option of the reso* lution, as amended, those who voted iii ^^affirmative were 50, and in the negative 27.

Mr. English, being in the Chair, decided that the resolution changed a standing rule of the House. J..

From this decision Mr. McDonald appealed. And the question being, shall the deoision of ihe Speaker be the decision of the House it was decided in the negative—-ayee 31, noes 45,

The Speaker Hated that hU power under the general rules, was that be had the appointment of all committees and that under the resolution of adjournment, which declared that the joint revising committee should be •appointed

On the other band it was declared that tin# words 'all committees referred to those committees only which are are ordinarily raise! during a sessionf bat that this was unusual and extraordinary committee, and thai in the ordinary use of the word 'appointed' by an election as by any other man

Here a motion was made to adjourn, which did not oarrv. Mr. MoDooald remarked that he entertained the highest repeet for die gentleman who had just resigned but he entirely differed from him, as to the question whether the aotion of the 1/oute had cast any imputation upon him. The majority here had taken a different view from Mr. Davis upon the subject of the apointment of the misng committee, and such difference of views should mm

strued into a disrespect towards tlieir presiding officer. We were the independent rajpntaaatatives of the people, and such we are to act as we think ia right.

Mr. Owen expressed siroUar view*. Several motions were made I© adjodto, but they want lost.

Mr. Gookins offered a resolution to go u.to elecuou for Speaker, on to-day at o'clock. Hera a considerable discussion ensued aa to whether the Cierk or the present occupant of the Chair was the proper parson to preside.

The sum total of materia! aid received by is Kossuth in Cincinnati, is within fraction of 8l 4*000. (Fourteen thousand dollars.) Of this amount f9,000 were donated. Mid the remainder Q&JOQ0 resulted from the'sale of bonds. So says the Gazette.

Kossuth, notwithstanding the City authorities voted "him down five different times, did stop at Louisville. The gallant Kentuckians will give the Hero a hearty welcome, while they imitate their greatest leader in tarnrng a cold shoulder to the cause! /T'- v'

Prentice, of the Louisville Journal has boldly essayed to settle the question so much discussed at this time whether Kossuth is or is not Governor of Hungary. His decided impression is, that the Emperor ol Austria is the Governor of Hungary.

Whig Nomination —The Whig convention of the State of Maryland have unanimously nominated Milliard [sic] Fillmore, as the first choice of the Whigs of that State for the Presidency, and appointed a commitee [sic] to inform Mr. Fillmore of the nomination. ——————— ----->We learn that the Committee on Roads and Canals in the Lower House of Congress, will report in favor of an appropriation of half a million of dollars to the building of a new canal around the falls of the Ohio. ———————
