OUR WASHINGTON LETTEB.

THE JAPANESE VISITORS TO OUR NATIONAL CAPITAL.

Olive Logan and tlieilnst pai" a!le—The Impeachment Trinl.

Washington, April 12.

No group has excited mora attention at the Arlington f®r the past few days than the Japanese commissioners to tho Centennial. Very quiet and Ben_ tlemanly, wearing the American dress as easily as if they had worn it all their lives, and apparently q"lte "s much at home in matters of table etiouette as any other gentleman. These interesting strangers have come among us to learn more of our famous America, to see bow well we shall entertain the guests we have invited from all over the world. Exceedingly qmek in their observation and shrewd in their conclusion, it| would be interesting could we bear their comments upou the people about thetn, but they are sheltered safely behind the screen oi a tongue we cannot understand. The President of the commission is Mr. a brother of the Commander in Geneva award fsaigo, a orutuoi

nt

sYigo (Who Wished to restore the an, thority of the Mickado or rightlul monarch) was imprisoned for three years ki a cage, in *a sitting posture No movement was possible, his food

of the coarseBt and scantiest inTuTt and outrage of every kind were heaped upon the helpless prisoner, but his marvellous constitution and brave spirit bore him through all the hornbfe torture, till the Tycoon was over brown. Then, crippled and bent, Saiun was aet at liberty and .given the high position he now occupies, receivinc the homage and love ct the whole nation. Then the strangest thing occured. One would have thought the reinstated monarch would have at once put to death the usurper, Out these pagans showed to Christian nations a new policy. The Mickado invited the Tycoon to his court, and of fered him a responsible place in the Government. The Tycoon had the good taste to decline, but here come nis sons holding the most confidential relations with the brother of the man their father tortured so horribly, wen. Saigo comes lrom the province of Satsunaa, a part of the Empire noted for its patriotism and its stubborn resistance to oppression through many generations. From that same province comas the Japanese minister, now a resident in Washington. Mr. Yoshedee with his sweet little wife, has won tne affection and admiration of all who know him. They occupy a handsome house fronting Scott Square. His m* cellencv Rives unexceptionable receps. tions and dinners which bon vivants Sidelight to remember, while Madame,

Mr Yoshedee is very enthusiastic about the centennial, very anxious that his beloved country shall take high rank among the nations, and very proud of their proficiency in arts and sciences which we esteemed unknown to this secluded people.

OliTVB TiOGAN ASD "THE INSRPARABLli." At the table in the corner just beyond the Japanese gentleman, every one recognizes Olive Logan. The yellow hair is beginning to turu gray about the temples, but jaunty hats, skillful adorning, and stylish costumes go far to conceal the traces ef Time's ungallant depredations. Her husband Mr. Wirt Sikes, whom she dubs the "Inseparable," is a much better looking man while sitting, than when standing. His iron gray hair and astonishing whiskers, are most carefully kept the devoted pair come to their meals with punctuality, and sitting beside each other keep up an amount of conjugal billing and cooing, which makes an edifying example to le9s loving couples. It is instructive to watch manners matrimonial at hotels, and easy to guess how matters go at home when the social mark is laid aside. Near the Logan, the gray head of Senator English, of Connecticut, attracts attention. A handsome man, rich, and a widower! Think of his persecutions, and pity him! The othf.r groups down the center of the room are transient guests, but last night round one large table, there sat half a dozen prominent bankers, and among them President White oi Cornell University. Mr. White is to read a paper at Willards Hall to-night upon finance. When we asked how he happened to be with the men of monoy, he answered "Don't you remember there was once a man who went down to Jericho, and fell among thieves? Well, I started to come to Washington, and lell among bankers of course the cases are not parallel they are only contrasting." While we laughed at this, I ached to tell the President that the bankers were certainly like the thieves in one particular, for I could testify they had "poured in wine," if not oil, in liberal quantities.

THE NEW SECRETARY OF AVAR. At the upper end of tho room, every one looks to find Judge Taft. A tall fine looking man with a good patri-

Sherman is here to oversee and direct the affairs he so thoroughly understands. Mrs. Taft made her first ap pearance this morning. She is a tall noble looking woman plainly dressed in heavy black silk, but showing in every line of the strongly marked 1'a i* the strength of purpose and decision which few women possess. With all this impression of strength which you receive in your first glance there comes also the pleasant look in the bright dark eyes, and you have faith in aH you have heard of her excellence as wife and mother. We shall like Mrs. Taft thoroughly. Gov. Randolph, of New Jersey, sits near the Tafrs. This new Senator from that for ign land, is a very handsome man, stately and dignified, but thoroughly genial. He has won hosts of friends during the past session, while Mrs. Randolph, a bright-eyed, elegant woman sits among h^r children, queen of most loving subjects.

Senator Tiernan, of New York, with his pretty daughter come next then Judge Harvey lrwell, (Judge of the court ot Alabama Claims) has his family just opposite. Mr. Piatt, member of Congress, from Oswego, has the table near the door just now he is especially happy with his boys about him. and Mrs. Piatt, a proud mother, thinks she knows just how the mother of the Gracchi felt when displaying her jewels I must not forget Senator Stevenson, of Kentucky, who is so fine a typo of the traditional southern gentleman, nor Gen. Leaveu« worth, of Syracuse, Avho as emphatically represents northern culture as does Senator Stevenson that of the Bouth. Every one notices Mrs. Leavenworth, who wears her sixty-nine years so easily that her beautiful skin is almost unwrinklod, and the dark eyes are very bright. Over her gray putfs there rests a simple turban of fine while tulle, far more becoming than any more elaborate cap. Gen. and Mrs. Marcy (father and mother of Mrs. Gen. McClelien) are|at the Arlington eveiy winter, while many more notablos aro constantly coming and going. At the other hotels there is more bustle and confusion. Here the halls are quiet the rooms are in groups, allowing little recesses before the doors, and there is an air of thorough respectability about it dear to the heart of a Boston woman. It has been unusually full for the some weeks, for northern people are hurrying from their southern haunts, perchin"1 a day or two in their flight to look at'Washington. It will be well worth looking at a week or two later, when the trees are out and the parks have stretched their spring carpets afresh.

CONORESS

makes haste slowly. Por Judge Allen has to possess his soul with what patience he may, pros and cons of that Hawaiian treaty are discussed. Gee. Banks made one of his eloquent harangues in its favor on Monday. Yesterday they were discussing some bill reported from the committee on commerce, but Reagan, of Texas kept the floor most of the time, so the galleries were quickly thinned and only a few suffering short-hand men remained at the reporter's desks. To-day Prof. Seelye hopes to present his views on tho Indian question, and then Prye, of Maine, is ready to talk about the

for preparation, and just now the astounding revelations concerning Babcock, put the impeachment trial out of sight. It is too Jawful to believe the crime itself is flagraut enough, but the attempt to fasten the guilt upon innocent parties, so much worse that no adjective describes it. Cieary was arrested on Saturday *sa fugitive from justice, placed in jail, and started today for St. Louis, in the care of Marshall Sharp. The saddest part of all this business, is the distress and grief brought upon the innocent families of the erring men.

Singularly enough, Babcock lives next to Gen. Belknap. The ex-Secre-tary's friends are very sanguine concerning his acquittal so while the shadows grow less over one household, they brood more heavily still above the other.

THE WEATHER

is absolutely faultless. Floods of sunshine day alter day skies as blue as those of Italy, and only stirred in gentle zephyr showers during the nisht, leaving their freshening influence to greet us in the morning, while theBcent of young things growing, adds another to the list of delights which Washington offers its guests in he A a A I
