London, Feb. 29—A Telegram fiom Cadiz, to the limes says a proclamation has been published there, declaring that the kiug has a brave army and government, and with the co operation of all parties', has put an end to the curses of civil war. Alfonso and part of the army will make a triumphal eutry into Madrid at the end of the preseut week. There is great rejoiciugiu Seville, Cadiz, and the entire south. The streets of Cadiz, are illuminated every night, and processions, with bands of music, are parading. Business is suspended and there is a general holiday. Fifty thousand soldiers will go to Cuba to quell tne insurrection.

Viennsi, Feb, 29.—A special says the Herzegovinian chiefs have telegraphed to Bosnian leaderb that they will reject tbe reforms recently proffered by Turkey so long as the people are not consulted. They wish to act in concert with the Bosnians. In North Bosnia an amuesty decree haa been published, but the inhabitants refuse to accept it.

New York, March 1.—A certificate of incorporation of a New York Express Companj', was filed with the County Clerk yesterday, recites that tbe company is organized to print books, pamphlets and newspapers. Its capital is $2-5,000, in 250 shares of $100 each. The company is to be managed by Erastus Brooks, J. N. Brooks, Augustus Sehell, Fred Smith and some Marsh elected trustees company, and is to continue for fifty years 1'roiM the 2Glh of January last.
