But. although your committee is inclined to look upon this pressure as a palliation, to some extent, of the treasurer's conduct, yet they do not beleive that he can pieaed it in extenuation ot official acts. After a careful examination of the facts of the case, after weighing honestly aud deliberately the evidence adduced a majority of your committee has reached the following conclusion: They are satisfied that Antoine Dubuchlet has vio'ated the law, and that he should be impeached for the following reasons to-wit: First, because he did in the month of October, 1874, issue without proper warrants from the auditor, and iu violation of section S70 of the revised statutes, the following checks against the state funds, to-wit (Here follows a list of the checks, numbers, amounts, dates, ete., ete.) The report concludes: A majorty of your committee is satisfied that William Pitt Kellodg, governor of Louisiana,
GKOSSLY VIOLATED THE LAW and should be impeached, becaase by threats promises and otherwise he induced Antoine Dubuclet, the State Treasurer, to disert from the inteiest fond iu October, 1874, the sum of $32,000 aud in January, 1865, the sum of $50,000, without proper warrants from the auditor, in violation of section 7 of act No. o. of 1S74, known as the funding bill, and section 870 of the revised statutes. A majority of your committee is satisfied that Henry C. Dibble has grossly violated the law, because in direct violation of his duty whilst acting as attorney general of the State, and in the absence of the Hon. A. P. Field, Attorney Qeueral, he advi39d the State Troasurer, Antoine Dubuclet., to divert from the interest fund of Louisiana, without warrants, in October, 1874, the sum of §35,000, and iu January, 1875, the sum of $50,000, in violation ol section 7 of act No. 3, of 1874, known as the funding bill, and section 870 of the revised statutes, and your committee would recommend that articles of impeachment be immediately drawn, as the law requires, against Wra. Pitt Kellogg, Governor of Louisiana, and Antoine Dubuclet, State Treasurer, that by a joint resolution, Henry C. Dibble, assisant Attorney General of the State, bo address out of office that A. P. Field, attorney General, be instructed to institute criminal proceedings against Alfred Shaw and J. H. Oglesby, for a violation, as participants criminis,of section 7, act 3, of 1874, known as the funding bill, and that means be devised to coinrel J. II. Oglesby to restore to the Metropolitan Board of Police the sum ot §6,696, illegally charged by him as commission and interest on the loan of?85,C00 made by tlae Treasurer out of theinterest fund of the State to the Metropolitan Board of Police.

KELLOO'S REPLY,
Gov. Kellogg gives the Associated Press, as his explanation of the report of the Aldige committee, the following statement: After the white league riot of Sept. 14,1874, the condition of affaias was such that the collection of tbe taxes of the city and State was virtualsuspended. Tbe police of New Orleans were some months in arrears with their pay, and threatened to disband altogether, and leave the property of tbe city to the mercy of the lawless elements then in the ascencent. The fiscal agent of the State held a very large amount of the State funds in his hands, which could not in any event b3 called for for several months. To meet the present pressing emergency, the Governor aud State Treasurer authorized him temporarily to transfer to the police account a sufficient acnount to pay a portion of the arrears due the police, so a3 to retain them fin their beats. The fiscal agent took as security a lien udon all the uncollected tax for the polio and so warrants were issued by tbo State for services to the State which the police had rendered as militia. The State was never jeopardized to the extent of one dollar by this transfer, and, as a matter of fact as shown by the investigation of the very committee who made the report, every dollar advanced by the State was promptly paid out of the first taxes collected for police purposes.

Detroit, February 16.—A special to the Tribune from Bay City, gave an account of a fatal affray at a lumber camp on the Rifle river. A man named John Hayes, all winter has been accustomed to teasing Wm. Libbey, a half-witted fellow. Yesterday Liblw bccame exasperated, and grasping an ax, buiied io to the belvo in Hay^-V side. Ho then struck him on the head, inflicting fatal wounds.
If KLL TO PAY IN KENTUCKY. Cincinnati, Feb. 16.—Sheriff Springmeier, of this county,arrested William Southard, at Elliston, Kentucky, a few days since for obtaining Roods under false pretenses. In making the arrest, be was assisted by Pearce Kent,a farm°r residing near Elliston. A number of the residents of Ellistou considered Kent in this had turned traitor to his State and Monday night last set upon him with axe helves and pokers, nearly killing him. Kent is 70 years d. Sheriff Springmeier has gone to Elliston to arrest the assailaut3 anJ. it is anticipated that he will me«?t with resistance as the mob is reported defiant aud threatening.

St. Louis, Feb. 16.—About 1 o'clock this morning the body of an unknown man was found lying at the foot of the steps in front of a house of prostitution, at 613 North Eleventh street, kept by Fannie Reiley.
