From an Occasional Correspondent. Washington, D. C.,—1870. HILL'S SPEECH. Fiist of all, allow me to notice the unqualified dissent entered by the management of the GAZETTE to a portion of my last letter. In my description of the speech made by J-en Hill during the amnesty debate, I expressed the opinion that "it will ever live as a monument of greatness." I say now that it was a great speech, and was, and is, so considered by every one who heard it, Re a publicans and Democrats alike. I urn very free tu admit that it should never have been made. It was ill" advised and impolitic, and contributed largely toward turthering the .ends contemplated by Blaine's openlog harangue, namely, to provokean angry discussion abounding in wsrimiuations, and recriminations, und as a result, to mount the wave of sensational patrioMsm, put in motion by his bumcombe etlortand ride into the White House. The first portion of bis programme has been carried out as he anticipated. He is now riding the wave, which will soon subside, leaving him at a greater distance than ever from the Presi» dential Mecca.
Under all the circumstances attendiu® the debate, it would be a little beyond the ordinary to expect any friend of Mr. Davis to hojd his tongue between bis teeth whilst such charges were being preferred. By .the commonest rule of le^al practice a man is allowed a defensive hearing. Even though he be indicted on a, criminal charge, an ex*parte statement never convicts. I do not argue in favor of Davis' course, whatever it may have been. I am merely presenting a logical sequence of facts which rendered Hill's speech an inevitable consequence. Had he confined himself to the issues inaugurated by Mr. Blaine, tho effect of his speech would have been almost phenomenal. However, the aggressiveness of his nature took precedence over his judgment, and the speech, sadly marred by bitter recriminations, accomplished nothing save the furtherance of the scheming ends of Blaiue.
The -whole debate was like trying a case before a packed jury. The verdict has b6en made up aud tiled away in the Northern mind ever since the war closed. Blaine merely took it from its hiding place to reincite the inimical feelings, once so prevalent, for the accomplishment of au eud. He has been foiled his endeavorB and the verdict is henceforth a sealed document for all such purpose.
But to return to my original proposition, where I gave my opiniou concerning Hill's speech. I viewed it merely a« a work .of. literary merit. By a sense of justice I am forced to the assertion that in, diet ion composition aud delivery, taken from his stand-point, the speech was simply a "monument ofgreatness." I present this explanation to show that my .sympathies are not enlisted in the position assumed by Hill, aud that I constructed my last letter on the principle, "hoary white with eld," •that even the Devil should be accord--ed his due. since the last act of its official career has been to assist in filching $l,*500,«j 000, from the Government. Ihe Bili became a law by a bare majority. 1 he Republican were almost a urnt in their support of the Bill, while the Democrats, as a rule, voted against it. Eleven out of the thirteen of the 1 udiana delegation, voted to avert from their constituents this unnecessary and flagitious burthen, while Morton C. Hunter, .and Thomas j. Cason, recorded their votes irt favor of continued and iucreased depression among their people, and a few more hours of hard labor every day to enable them to pay for the National circus at Philadelphia. The pcor, who constitute' a vast proportion of this, as well as of other countries, and whose contributions into the public revenues form the chief source of our unfathomable ocean of finance, will spend the long, sultry months this summer anxjously toiling to meet the exactions which are requisite in order that the rich may enjoy themselves at the monstor Exhibition. No one entertains a more profound regard for

than do I, but I do rot consider, after the broad and liberal disposition evinced by the people, throughout the United States, to contribute to the successful termination of this Exhibition, out of private resources, that the Government is bound either by considerations of "National Honor," or of expediency to take any financial steps iu the premises.
The opportunities atf'orded by this bill, for tearing the passions to tat* ters, do not arise but once every liun dred years, and accordingly our embryo statesmen seized them with remorseless avidity. A century's defunct greatness was exhumed' and the boues of Washington, Clay, Webster Calho'un. and others ad libitum, rattled and mangled over in a manner that would have reflected infinite credit upon Cox's honorable Hyena from Maine.

and statesmen proved astonishingly elastic. They were summoned up from their charnal houses first, by the "strict constructionists," to es« tablish their tenets that no warrant exists in the constitution for the appropriation of money for such purijoses. They then arose from their lethargy to inform each doubting, Thomas that the constitution was framed for no other purpose than to sanction this and kindred appropriations. Indeed, they proved a con* venient set of bones. There were two speeches made in the discussion, which rank high up with the most memorable efforts of our loftiest statesmen. I refer to speeches made for and against the bill, by Lamar, of Mississippi, and Tucker, of Virginia. John Randolph Tucker is a nephew of the man of Roanoke, and is a worthy descendant of so illustrious a name. He has, for some years, held the law professorship at the university of Virginia, which place he vacated upon his entrance into Congress this "session. Possessed of a mind which towers far above the ordinary., aud a leRal\ knowledge, which years of severest application are required to obtain, he. stands a marked man before the .country.
I feel that I can say nothing to enhance the splendid fame of the CHIVALROUS AND GIFTED LAMAR. His reputation is commensurate with tho limits of our wide-spreading country, and the rock of ifs perma. nency is in his marvelous powers. A more complete and at the same time involuntary ovation such as met him on his first appearance in his seat this session for debate, is not frequently accorded a public man. As he arose every sound was hushed and a sileuce almost oppressive dropped over the Hall. Members left their seats and crowded near to catch his every word, and the hearty applause frequently elicited amply attested their appreciations of his ability. He closed oy deprecating the bitter animosities enthroned by the debate on the amnesty bill, and concluded with these words: "Violence, passion, fanaticism, and animosity cau always find voice and rend the air with their factious clamors while deep and earnest conviction lies unspoken in the heart of a people. The currents of passion and of feeling may flow hither aud thither under extraneous influences and forces, like the dash and roar of waves lashed to fury by. the storm, while the great sea, the unsounded depths of a common humanity, a common hope, a common interest, and a common patriotism, lie voiceless but all mighty-beneath."
