The City Council met last night in regular session, Mayor Edmunds presiding, and Councilmen Cookerly, Carter, Gist, Haley, Heinl, Roderus, Rodel, Schlpss and Smith, present.

The firo department petitioned for the use of the market hall freo of charge, for the purpose of giving a ball Granted.
C. N. Demorest was granted a pre, cept against Samuel Hayes A communication (rom Jackson Stepp, Assessor, was read, in which ho stated that ho had appointed Edward L'iper as Assistant Assessor. The ap pointment was concurred, in.
The Treasurer presented a statement showing that the Treasury was in a bad condition at tho present date.
On motion of Mr. Schloss,the Finance Committee was instructed (o borrow §5,000.
STREETS AND BRIDGES.
The committee reported favorably on the referred petition for grading and graveling North Center street. Report was concurred in, and the engineer instructed to advertise for proposals.
The Council concurred in the favora ble repoit of tho committee on tlie referred petition for the widening of Demiug street.
Joseph Abbott was allowed a final estimate for work done. The Committee's favorable report on the opening of an alley betwoan Eagle and Mulberry, froui Sixth to Seventh, was concurred in.
Tho Committee reported on the peti tion of A. Banta, for an estimate made on tho improvement on South Center street, that as Mr. Banta was working under a private contract with property owners on said street, and not under a contract of the city, ho must look to the property owners for his pay, and recommended that the request should not be granted. Mr. Banta petitioned Bomo time ago to have his contract changed, and was informed by the Council that ho could do so, only after having obtained the signatures to his petition, of all the property owners on the street, and-by filing a new bond. Not having complied with this, the Council heldth&y had no right to pay him for his work. After some discussion the matter was referred back to tho Committee on Sfcroets.
The petition of S. Crapo and others, for the opening of an alley, was referred back to tho petitioners lor the purpose of obtaining a more satisfactory explanation of their desires.
The committee presented a statement made before J. G. Williams, Notary Public,in the matter of opening Eighth street through the Wabash «fe Erie Canal. Ordered to be placed on record.
The Street Committee was granted an appropriation of $500 forstieet purposes.
MARKETS.
Tho Committee on Markets reported money received for the Market HallReport received and ordered filed.
Mr. Haley, from the Committee on Markets, reported state that complaint had been made that no stalls had been provided for the sale of vegetables.
On motion of Mr. Schloss the Market Commit too was instructed to present* at the next meeting, plans for the construction of stalls for the sale of vegeta. bles.
Mr. Haloy presented a resolution, authorizing the routing of the stand® in tb-a new market house, reserving the southeast corner for refreshments, etc. Adopted.
Mr. Haley presented a resolution to the effect that the markets of city be open.for the sale of such articles as are allowed to be sold therein from four o'clock A. M., until 11 A. M., on Tuesdays-, Thursdays and Saturdays, at the 4th street market hous9, and from 1. o'clock A. M., until 11 o'clock A. M.t on Mondays, Wednesday's and Fridays at the 9th street Market house, and on Saturdays, from 2 o'clock until S P. M., at both market houses. Carried.
Mr. Oartor, from the Committed ou. Gas, reported that three had been two or three bills referred to them at tho last meeting, and after examining into the matter, 'Jie committee favorodl the allowance of the bills. Concurred
Air. Roderus from the speciaf cooimitteo appointed to inquire into the feasibility of dispensing with tho services of the Assistant City Engineer, made the following report:

To the Mayor and Conncii: Your committee, to whom was referred the matter of the Assistant Engineer, beg leave to report that at the present time it would not be expedient to dispense with the services of such assistant, as a plat is now in progress, showing the levels and grades ot tbe entire city, which your- committee deem a very Important work, nnd which, when completed, will repay the money invested, obviating, KS St does, the necessity (whatever improvements our city may undergo in future) of changing grades of streets, eidewalks and alleys. Resolved, That a special committee of three be appointed by the Mayor for the purpose of inquiring into the matter of substituting oil for gas, in the station house, engine houses, and all city offices, aiid that said committee be required to report to this Council as follows:
First, The amount paid by the city for gas during the month of December. Second, The cost of the necessary lamps and fixtures.
Third, The estimated cost of oil per month. Fourth, The difference between the cost ot oil and gas per mouth.
Fifth, Whether, in their opinion, it would be advisable to substitute for gas, lamps and oil.
Adopted. By Roderus.—That the Street Commissioner be authorized to fill all sidewalks not filled, witn seroenings, at the expense of property owners. Adopted.
By Mr. Schloss,—That tho Street Commissioner be instructed to repair Sixth street, between Main and Cherry. Lost.
Bv Mr. Schloss,—That tho property owners be required to grade the alley from Main to Ohio, between Third and Fourth. Referred.

Mr. Zimmerman has had several years experience in this business, and will, no doubt, make a success of it.
