EASTERN banks have ceased the ancient custom of sending information in regard to the payment of drafts drawn by western parties on Eastern merchants. If the draft is not returnod within the proper time it is considered to be paid, and if you have drawn any such drafts you can go to the bank and get your money.
Yksterday there was a preliminary examination in tho matter of John Ryan's charge qf libel against H. C. Bell, Express correspondent at Marshall. The plaintiff, Ryan, was sustained, having proven an alibi, and defendant, Bell, was bound over in the sum of J500. The trial will come off at the next term o£ court.
THE Journal learns that the two Johns, Tolbert and Paddock, returned yesterday from Indianapolis, where they had been examining the workings of things municipal in the Capital. The former seems to have been profoundly impressed with the facts that during the last year more than 1,500 building permits were issued, every one Of which brought a fee into the vest pocket of the City Clerk, and that the Clerk must issue a license and receive a fee for tvery tap made to water woikB mains or sewer of any kind.
The Way to Connt Matter. Subscribers to newspapers, who are continually assailed by newspaper men with comparative statements in regard to the amount of matter published in their respective sheets, should not leave themselves to the mercy of canvasser's oratory. If they will but provide themselves with a rule or piece of tape, it can be easily ascertafned which newspaper can substantiate its claims. A simple measurement of "matter," and by matter, we mean reading material set up fresh each day, and exclusive from, advertisements, will '.: soon determine the question. At present we believe each paper is claiming to print more matter than either of its ri vais. Sonae of the mote ambitious dailies even claim, through their agents, we understand-, that they print twice as much as competitors. For the future we suggest the plan mentioned above and for the present we will set

Washington, Jan. 12.—Ex-Senator Henderson, of Missouri, is here and had a long consultation with Attorney General Pierrepont this afternoon. The nomination of Marston, of Missouri, to succeed G. W. Ingalls, as agent of the live civilized tribes in the Cherokee country, has Ibeen withdrawn from the Senate, the grounds for the removal of logalla being found insufficient.
The Senate committee on privele ges and elections, to -day took the resolution recently offered by Senator Spencer, directing that committee to investigate whether any corrupt means were taken to secure his election to the Senate, but postponed its consideration for the present, for the reason that no formal charges have as yet been preferred against Spencer, and they have no basis upon which to found any investigation.

The Housa Judiciary Committee agreee to the report of Fryer's bill providing for the payments of judgments to the Court, Commissioners of Alabama claims as soon after January 22, 1876, as possible. About six hundred dollars will be paid under the provision of the bill.
To-day a delegation of Cherokees, Choctaws, Creeks, and -Siminoles called upon President Grant to give their respects and to talk of affairs in Indian Territory which they repre entedtobe in a peaceful and pros porous condition, with abundant crops. They took occasion to express their opposition to the proposed territorial Government in their country when the President informed them that no bill passed by Congress for that purpose, would receive his approval without theconsentbf the Iudians.
H. H. Smith, of Michigan, has been appointed bill and printing clerk of. the House of Ilspresenta* tives. His appointment is the first recognition of liberal Republicanism by the preseut House Officials.
A Land Swindle.
Sin Francisco, Jaa. 12.—Relative to yesterday's dispatch mentioning a rumor in Sacramento of the land grants, by which the State has been swindled in a large amount. A resolution was offered in the Assembly to day to appoint a committee to inquire into the title, of the Golden City Homestead Association, to the tide lands iu San Francisco. It is alleged patent that it was procured under fraudulent pretences, by which the State is the looser to the amount of $5,000,000. The matter in brief is that the association, holding the ground bordering on the tide land tract, procured the patent to the latter on filling it from the high land, but had failed to do so, and dividod the land among the members. A committee was appointed to investigate without delay.
