IF our country, to gratify Grant's personal ambition and to enable him the better to secure a third term, should engage in a war with Spain, It would be a shame and a disgrace. Our duty to ourselves and the world i? to keep at peace and paj' our debts.
BRICK POMEROY in his day and generation has created a stir in the world. He has been notorious rather than noted. Hi3 prominence as an editor and speaker, arose more from the utter recklessness of his utterances than from any merit attaching to, or connected with them. No position could be too outrageous for him to maintain, and the more absurd his doctrine, the more wild and fanatical was his defence of it. People read his paper to find the extent to which he would go. A perpetual surprise was in waiting for the reader He was a rebel, and advocated secession.' He believed, and for aught .any ouo ^nows to the contrary, still .believes, in negro slavery. His latest folly has been an ardent advocacy of illimitable inflation of the currency. Well, poor "Brick," as he was familarly called, needed inflation badly. The dispatches announce his failure in business, and it is just such a failure as we should expect such a man to make. His liabilities reach the sum of $140,000 assets nothing.

Baltimore, Nov. 17—The ceremonies attending the unveiling and dedication of the monument to the memory of the poet, Edgar Allen Poe, in Westminster church yard, took place this afternoon. The exercises preliminary to the unveiling taking place in the Western Female High School. Madrid, Nov. 17.—The Cronisfca, the ministerial organ, states in reference to the reported letter of Don Carlos, to King Alfonso: Wo believe that Don Carlos is more uncompromising than any of his partisans. The Curonista also says that we are at the beginning of the end. The war will bo speedily terminated, either by submission, or the overwhelming of the Cctrliste. Tho Correspondence says that the pretentions cfDon Carlos aae exagaratod and in8dmissible. The lioyal army in the fiel will be 300,000 strong by the first of December. Tho Tiempo hails the action of Don Carlos as a harbinucr of peace. The Cronista says that Calderon Collantees, present minister ofjustice, will bo appointed Embassador to the Yatlcian.
Paris, Nov. 17.—Tho evening papers of this city publish the textol the letter written by Don Carlos to Kins Alfonso. The attitude of President Grant,the letter says, is a prelude to war between Spain and the United States,if you do no recognize the independence of Cuba. The revolution which you represent is responsible for this paracidal rebellion. Had I reigned, it would not have occurred, at least not gained strength. Novv, however, the integrity of the country is at stake,and all her children are hound to defend it. Should war'break out, offer you a truce so long as the contest lasts, but maintain my rights to the crown, as I retain tho conviction that shall one day wear it. I can not send my royal volunteers to Cuba, but I will defend these provences. The Calabrian coast will send out privateers which will pursue tho mercbantship of our enemies, and perhaps chase them into their own harbors. If you accept the truce, let us appoint representatives to settle conditions. If you refuse, tha world will witness that Catholic Spain has nobly done her duty. sENort num.

WITH SPAIN,
New York, Nov. 17.—The Heralds Washington special, dated yesterday says. The reply of the Spanish Government.to the vote of minister Cushing was promptly transmitted by cable to. tho State Department, and disciphered there this morning. It proves to be digufied reponse to the demands, which our Government made in the matter of American inteiest in the Island of Cuba, and will, it is beleived dissipate all fears of trouble between Spain and the United States. The tone of reply is firm but very conciliatory. The justice of our demand is not iguored. The confusion of affairs in Cuba, obstructs the exercise of an impartial and prompt administration of the requirement of the treaty of 1795. Spain defends her right to mantain the Courts Martial in C»ba, and cites in support of her position on this question, the fact that tbe U. S. during, and for a long time subsequent to the late warof the secession, and France for two years, succeeded in triumph of the Republic over the Commune, and then under the mild reign of Thiers, made use of similar military of extraordinary tribunals to deal out justice to public and civil enemies iu case of force, these tribunals are sentenced to be shot or ba transported with 2,000 persons, and yet these tribrinals receivie their functions after the close of the war, and an advent of complete peace. Therefore Spain claims the right of using courts martial to try the defender against her laws, but readily makes concession that American citizens can have their advocates or attorneys and produce witnesses in their own behalf comfortably to the provision of article seven, of the treaty of 1705, and according to the regular course of proceeding in such cases, and gives guarantees of such a mode of defense. Of course, ia the case of Spanish subjects no'exception will be made, winch will allow them the enjoyment of this advantage in defending themselves against the prosecution by the Spanish authority for their offences. In these cases advocates will be designated by the military authorities, that is the Captain General will appoint them. The above is a full synopsis of the answer, of the Spanish Government 'in reply to Mr. Cushing,! and has been deemed satisfactory enough to warrant countermanding of orders originally given to put our navy in preparation of such contingency as misunderstanding between two Governments.

Chicago,. Nov. 17.—The American Electrcal Society held a meeting at the Grand Pacific jEIote to-day, General Anson Stager, the1 President in the chair. There was a large attendance of prominent -electricians and telegraph men,' and- of: gentlemen interested, in the scientific developments of electricity. A number of members were admitted^ after which soveral papers were read, including a communication from Gen. Sooy Smith, Chairman of the committee on physical- phenoinina of the United States Testing board, asking the society to suggest means by which the society could determine at what time the moleocular disturbance which takes place in a bar of iron or steel when under a tensile oy compressive strain constantly increasing develops heat and electricity.
