BOGY beat Blair by bribery.
CAMERON, Conkling and Oglesby are the fruits of legislative labor yesterday, in the way of manufacturing U. S. Senators, and it was not a very good day for Senators either.
THE Legislature is exercising itself on the question of temperance. Terre Haute has moved in the matter, to the extent of a lecture on an evening so moist, as to put water at a discount. When the discovery of a method of prevention of the undeniable evil, is made, the world shall know it, through these columns. The subject is a dry one.
A COLORED cadet from Florida to West Point, has just left that institution because of a failure to pass the examination. This would go far to prove the inferiority of the?African tojthe Anglo-Sax-on, were it not for the fact that nineteen fair-skinned representatives of the latter race returned to the bosoms of their families, and for the same reason, at the time this dusky cause of the late unpleasantness visited Florida. Facial angels and fair skins are good, but the rigors of a West Point examination play strange freaks.
IF it is not altogether impertinent, the GAZETTE would like to inquire by what authority those guardians of the peace, yclept police, occupy themselves with the circulation of petitions for the appointment of a certain candidate to the postoffice? Are "soft billy's" used on refractory citizens who decline to sign? Why are policemen used? Is an increase of salary to be given? Are especial postal privileges promised Are they paid so much per signature? Have they leisure to attend to other duties than those for which the city pays them There is something rotten, apparently, in the police department. An opportunity for expiation is offered.
ALEXANDER H. STEPHENS, John B. Gordon and Ben. Hill are the chief contestants before the Georgia Legislature for the United States Senatorship. Stephens and Gordon were strong Bourbons during the campaign, while Hill entered heart and soul into the Liberal move-

Stephens' claim to the place rests the fact that he was Vice Presiof the Confederacy, and bestill in secession. Gordon thinks he ought to be a law-maker of the United States, because of valiant service in the Confederate army. Hill accepts the results of the war in good faith, and sees prosperity for the South only in cheerful acquiescence. Georgia will show an amount of practical, political wisdom, not seen in the South since the war, if she selects Hill to present her. The precedents, however, are all in favor of Stephens or Gordon.

Of all the outrageous burlesques ever perpetrated in this afflicted land, the most nauseating was enacted yesterday at Harrisburg, Penn. There was an element Of the ridiculous about the whole proceeding,that would have been intensely amusing, had it not been connected with, and subversive of, interests so vital to the welfare of the country. We allude to the inauguration of Hartranft as Governor of Pennsylvania. The telegraph informs us that Dr. Holmes,of the Methodist Church, invoked the blessings of Heaven upon His Excellency. That honorable gentleman, about whom-, let it be remembered, the proof is as clear as day, that while he was Auditor of State, .he stole public money, then proceeded to deliver his address. The Postal Telegraph.
Editors Evening (gazette: There are two leading ideas of government the one resulting in absolute tyranny, and the other tending to universal liberty. The people ofjhe United States must choose which they prefer. Under most European systems, the Government is everything, and the people, the mere tools, to work for, and uphold these aristocratic institutions. The founders of our system started out with different views. They suggested the idea that the fundamental principle of a good government was to secure the people in the enjoyment of the largest liberty. The European system contemplates the subject as a chattel upon which the Governmpnt has a mortgage, which attaches at his birth, follov. him through life, and only loosens its grip when he has finished his earthly career. The American system is based upon the idea that government L1s a necessary evil that we should hope to limit and simplify it as the peopie become more generally intelligentand edu cated, so that they will govern them selves, which is the great eud to be attained. But there are some persons amongst us, who desire to enlarge and extend in every way the functions of our Government, to increase its power, and build up magnificent institutions under its exclusive care and control. Should these false views uuhappily obtain foothole in ourcouutry, we may bid farewell to Republican institutions, for many years to come.
If we mean to adhere to a simple form of Government, in which there is ample power to defend the nation against foreign foes, administer justice and protect the good against the vicious, we must jealously guard against insidious en croachments. It will be asserted that the Government can do many things better than individuals or associations and this may be true in some instances. Still it is better that a child should often blunder rather than never learn to walk alone. But with our individual health, enterprise and intelligence, there are few public enterprises that would not be better managed by individuals or associations than by our General Government. The people do not, or should not. ask the Government to do more than give them a fair field and a good chance to help themselves. If the door is once opened, under specious pre tenses, first one thing and then another will be assumed until every.branch of in dustry and enterprise will have been invaded. So far from adding the telegraph system, it would be far better, in my opinion, to abolish the Postoffice Department at the earliest possible day, as there is no doubt that the service could be better performed, and at vastly less cost to the people, by individual enterprise. I will venture to say, that a company can be speedily organized under a fair charter, that will perform the entire service at a reduction of at least twenty-five per cent, on the present rates of postage,and, besides, assume some responsibility, which the sovereign government carefully avoids to do. PETITIONS.
By Mr. James O'Connell and others living on Niuth street, south of Oak, for a ditch to carry off water from Ninth street to the canal. Referred.
By certain citizens, for an ordinance directing the numbering of houses according to the Philadelphia plan, was presented. At the conclusion of discussion on this proposition, Mr. Crawford made a motion that the City Attorney be instructed to draw up an ordinance for that purpose, which was adopted. The numbering of houses, however, is to remain a matter of choice with citizens.

REPORTS.
Mr. Clift, from the Fire Committee, verbally reported that investigations as to the conduct of members of the department at the burning of Mr. Shannon's residence, had established the fact that they did everything possible in the line of their duty.
The committee having in hand the subject of improvements on Park street, asked for and received further time in which to report.
The Committee on Streets and Bridges reported favorably as to leveling sidewalks and cleaning gutters on Main street between Twelfth and Fourteenth streets, and offered a resolution that the Street Commissioner be instructed to do the work, which was adopted.
The Committee on Streets apd Bridges, in relation to Twelfth street obstructions, reported that it has been a platted street since 1853, and that the railroad company has no right to obstruct any part of it with cars for more than five minutes ^t a time, and recommended that the oity laws on that subject' be enforced.

FIRE DEPARTMENT.
Mr. Clift, from the Fire Committee, asked for instructions from the Couucil as to the best mode for supplying certain portions of the city with water. The subject was referred to a committee of five, two being added to the already existing committee, viz: Mr. Bridenthal for the Fourth Ward, and Mr. Whitaker for the Third.
HOUSE NUMBERING.
The specifications as to house numbering by the plan of Messrs, Harrison & Purcell, was adopted.
AN INVITATION.
The Mayor presented an invitation from the I. O. O. F. of this city, to members of Council to attend the 25th anniversary of their Order, to be held at the Opera House, on Friday evening, which was, of course, accepted.
Council then adjourned.

of enlisting the attention of Man
ufacturers to the advantage of locating, manufacturing establishments upon the line"' of their Railway, will give to any Rolling Mill or Blast Furnace Company so locating, forty (40) acres of ground for works, and the coal in one hundred (100) acres ©f Clay or Owen county, Indiana block coal field the ore from one huadred (100) acres of the Hardin, Pope-or Massac county, Illinois, brown hematite beds, and agree to lurnish them with all orders for merchant iron required for the Railway's use for a period of two years.
To any Railway Car Manufactory located upon its line,they will give twenty (20) acres of ground required for works,the timber from one hundred (100) acres of the best oak timbered land la Owen county, and an order for one thousand! cars to commence work upon.
To any Car WheelFoundery or Axle Forge, the. necessary grounds for works, %nd liberal or-. ders for their products in kind.
To all other manufacturing establish HI en t& ample facilities in the locating and successful prosecuting of their works.
