Postmaster General's Report. The ftaotul report of the operation* and bnaineaa of the l'o«t-Office Depart--m£nt ahowi that lite number of offices is 28,573, of which 2,121 hare been eatibliabed within the past year, ani 730 cKa* continued. The nntnber of ppetutMftejr* appointed daring the year to fill vacancies by resignation 4,595, by renewal 998, by death 278, by change of site 292, and by new offices 2,121, in all 8,284, There are 8,296 mail routes and 7,044 contract*' ors the length of rontes 24,431 miles by railroad, 17,043 by steamboat, 53,700 by coach, and 105,429 of inferior grade.— The total annual transportation of mails was 78,706 491 miles costing $7,795,418. The estimate of expenditures for 1859 are #14,770,520 00, and tlie receipts •11094,393 00, leaving a deficiency of means of 13,082,127 00.

Tho Postmaster General favors the passage of tho act intrcdoeed last year in the 8enate to raise the three cent letter rate to fivfi* and the abolition of the discount now allowed for the payment of newspaper and pamphlet postage in advance.

It is believod that tho effect of this bill would bo to raise the revenue from postage about $3,500,000, without taking into view the provision it contains in relation to the transmission of public documents. The immense masses of heavy books and documents sent through the mails to all parts of the country devolve a considerable expense upon the department for larger means of transportation than would bo required for tho ordinary mails. This vxpense, it is true, is compensated, in paat, by the annual appropriation of 8700,000 /ram lhe Treasury by he acts of March B, 1847, and Manch3, 1851 but this al-lowanc-e is not believed to be onehalf of what snob matter should amount to if charged with postage. ^1

As to fransing, it is proposed (ft lieu of tho privilege uow allowed to members of Congress, tnat tho Secretary of the Senate, anu the Cloak of the House or other

officers designate!, furnish the members with postage stamps to be used on all letters, public documents, and packets transmitted by them, to be paid for out of the contingent fund of each House, and that all letters and packets, except newspapers addressed to members of Congress, shall be prepaid at the inailit-g office.

The whole theory upon which the Postoffice Department was originally founded has been in a great measure departed from. Its great function for many years was tho tran»:ni*Mton of mail matter,proper, wwh as letters, newspapers and light pamphlets, from one part of the conntiy to another. The idea of the government becoming a common carrier of poisons and ntorchandise was never enteitained. But what is the transmission of the immense mass of book matter, amounting annually to hundreds of tons, [but merchandise, whether sent from book establishment* or from tho two houses of Congress? In a single iuvance the transmission of the books, Ac., of one member (from Wtah) has cost the department between aix and seven thousand dollars. Why cannot these be forwarded under tho direction of the Sooretary of the Senate and Clerk of the Hou»e, either by the ordinary modes of conveyance, or by the application of postage stamps as on oilier mail matter?

A man was upon his trial for the murder of a man who was found foad upon Hampstead Heath, and a bullet in his body showed the manner of his death. He had been last seen in company with the prisoner: and as there was no other testimony bearing against him, he stood with unabashed front before thd .Judge, and smiled in ridicule at the attempt of the King's counsel to convict him of homicide. Lord Eldeii was holding in his 3and, and listlessly between his fingers, the ball which bad been extracted from the body. Presently he beckoned to an officer to approach the bench, wbtc'h he did, and his Lordxbip ioqulred in an under-tone if the prisoner had been searched."

The Sinking Fund Sale, The Court Iloase was crowded on Saturday by persons in attenduce at the sale of lands mortgaged to the Sinking Fund, and forfeited for the non-payment of principnl and interest. A number of persons from different parts of the State were present—many more than were here a year ago. A large number of cash sales were made, which shows the accumulation of surplus capital with men who have beou able to live through the hard limes without a sacrifice of business or means.

The majority of the sales in Marion and other central Counties affected by the railway system of the State, were very much above the amounts due the Fund from the parcels of land offered. This is owing, in good part, to the great advance of real estate since the last appraisincnt. Tho reverse is the case in Jefferson and other Southern Counties. The appraisement was made when property was at its highest volue, and the mortgages held Hipon lands iu the Southern counties cover the value of the lands more generally than those which are held on lands in tho Central and Northern portions of the Stato.

There was but one piece of property sold in tho long list advertised for Jefferson county, and that was bought by a citizen of Indianapolis. The sales for the Southern counties, for the offerings made, were much in the same proportion.

The liveliest bidding we noticed was on a tract of eighty acros ol land, in Marion county. It was mortgaged for less than $800, and sold for $2,000. Although, men of money, and speculators, had a large field for their operations at the Court House on Saturday.— State Journal.

This piece of paper which had formed the wadding of the gun, was at once putin ovidence theman was convicted and afterwards made a full confession of the crime. We have never beard a more extraordinary confirmation of the truth of the saying, "Murder will out," and it is an incident well confirmed.—Knickerbocker.
