It is calculated, after taking into aceoont the sum paid by speculators for their license*, the amount which they are forced to expend in bribery in order to obtain the litter, the cost of the dccoction which they sell for brandy, and the large profits whieh they derive ^frora its sale, that the total sum sacrified by the Russian nation (o strong drink, is not less than 800,000,000 francs, or 12 francs per inhabitant.— Anothor Government monopoly, which occupies a considerable place in he budget is the sale of plnyiOg cards.
