There is no freedom of the ballot-box nor of the press, at the present time,' in the Smthem States, so far as the question of slavery is concerned. If majority of the people in a Southern State were tn favor' of making it a free State, they would not be allowed even to express their wish.— In the We^t the state of things is different, aud the ballot-box in Missouri is free.
Now it ix evident, if stxch a condition of things as this continues and increase^hat the republic is virtually at an end. It has then proved a failnre. If the will of the majority or minority is intercepted at the ballot-box by force or fraud, the freedom of the people gone. Instances like thoso just quoted are therefore^very, ilartniu^, for si ch a state of things will not cure itself. If unscrapnlous men find that they can get the power ami. the wealth .of the nation, the State, or tho city into their hands if they see that there is away by which the will of the people can be made ineffectual, they will doubtless adopt it.—The ballot-box wilt at last be a mere joke, and no one will take the trouble to cast a vote _vvluch lie knowg means nothing. .• ,r
