'The Smtoerccy Scarad. Tka recent indications of A popular uprising all over the country, for the purpose ridding it of democratic aokrule, has wonderfully excited the follower* of that party and none move thftfi the Editor of "'tfte Washington Union. He seems to be jthrowa ioto con ulaions—*11 about printed letter which he has discovered 'to have been sent by N. Sargent, Esq., to some gentlemen in this State. Who those gentlemen ate, is not stated, and therefore, we have no means of knowing to whom the Union was indebted for a •copy of the letter^ But the letter itself is aoob, however obtained, as Mr. Sargent need not be aahamed of. Ita sentiments will be responded to by thousands who have heretofore acted with tho Democratic patty—and by every man of that great body of couaervativoa, both North and

South, whu have ever considered that the oonntry demanded their alliance more ifcan any party. Here it is—and we commend it to oar readers hoping that eviry one of them will ponder upon its contents: 1868.

MUTILATED BA#K NOTES.—A committee of the New York Clearing House Association have recommended to the member* of that body, i. e. the banks,

payment of all notes mutilated with evident intent to defraud, and in case any suit should be brought against any member for tnch refusal, that tho defence be conducted under the direction of a committee, aud that the expense of such suit be paid by the members of the Association, in the same manner as other expenses of the Clearing House." The recommendation has not yet been definitely acted upon by the Association, ,.

Two STOBY CARS.—A t*o story passenger car has been inventea at Philadelphia. The upper story is reached by a small winding stair case from below. It is not accessible to passengers in crinoline, and is intended for the use of smokors.

tiirnod Californian recently told us an aiDUsiog story of letter writing. Ho said many of the miners are very illiterate/and to write a letter is quite a formidable task. On one occasion, a young man in crossing a mountain had become lost and perished in tho snow. The cayota, an animal of that vicinity, attacked the body, and when found, the head,bad entirely been eaten off. A friend of this young, man who knew his family, was told by the othor miners that it was his duty to write to the father of the deceased an acteount of his death. After some objections from want of practicj in such undertakings, he concluded to dsvote the next afternoon to it.
