Twelve years ago the Paraguyan Government issued a decree encouraging and inviting foreigners to settle there and engage in trade-—by offering them lands, monopolies, &c. This was doue for tha purpose of developing the resources and increasing the commerce of the country. "The Yankees" are alwajre on the lookoat for such openings, and the invitation was responded to by the formation of an Emigrant Company iu Rhode Inland.— Tbo Legislature incorporated it with a capital of §300,000. The Company bought aad took to Paraguay steam engines, yeseels, sawmills, brick maohnes, cotton gins, plaining machines, sugar mills, ricc ruillri, agrisuitaral implements, dec., enough to stock a large colon ,*. A lar^o number of fanners,mechatiica, and others, embarked in the enterprise, and the colony was formally planted in 1853. The Govern-, ment received thom, bestowed the promised privileges upon tliem, and encouraged them to enter upon a large business.
Paraguy is one of the finest timbered countries in the world, and has^ some of the best tobacco land in America. The Company soon found that their sawmill, (the first ever built South of the Aroaaon and East of the Andos.) was a most lucrative property, and their cigar factory was equally profitable. It happeued that President Lopez found it out also.
Though nominally a Republic, Paraguay is in fact a despotism, and the President is an absolute dictator. With him to covet the property aad thriving bnsinoss of
