A word as to Ae new Engine House.— Before the foundation was laid I called the attention of the Council particularly to Ae fact, th«t the foundation was not deep enoagh, but my suggestions were not heeded and I now observe that the north-east corner has sunk, aad unless tepailsd it may be materially damaged. The spouting upon Ae building Aood Also be taken off and aew ones jmt up. The conductors are not of sufficient capacity to earry off Ae volume of water that falls apon the roof.— And the Chief Engineer of the Fire Department informs me that the walls are frequently wet from Aat fact. There is no trouble in my mind in regard to establishing common schools in accordance with the Constitution of Ae State and the decision of Ae Supreme Court. If the Legislature wffi pass ngtaeral law levying a uniform tax on all the property in the State, sufficient to keep open Uie schools throughout the year it is all that it required! This done all the children in the State will receive its benefits alike and we will be blest with one uniform system of schools, but if cities have the discretionary power to levy a tax, for school purposes, some years there will be elected a Council that will be in favor of levying a tax for the purpose, and perhaps tho next year a different aet will oppose it. Some cities will have schools, others none.— And so it will end a^ heretofore, in no uaifortn system of free common schools. Let us then, as good citizeni, see Uiat the Legislature perform its duties and all "will be well." *n ..

I also direct your attention to the hog ordinance. I have had a great many of our citizens to call on meini relation to it. I have always regarded the power comforted by the charter as doubtful, and 1 suggest that in case yon intend to have it rigidly en forced, which I shall do unless repealed, that you shall agree to indemnify the officers aad pave them harmless from false imprisonment, if the Courts shall decide against tht validity of the ordinance.
