*3&yor Patterson delivered him nttiul address to tbe Board of Cooncil, on Tuesday aigk*. It vtf full of interesting soggantionff for tbo fntnre Action of tbe Board, •nd a# statistics of the past, giring a eyaopai* of tbo «qpanditurea upon tbe

JBopartmont, for tbe past year. Ha weossmeti'lod tbo building of two more brick Engine Houseo—one in North Tarre*Hs«te, and one the Eastern division of tlia city. Wo will be glad to see this suggestion carried out, if good and sab•Untial buildings are put np, otherwise mm tbink the project will meet with little lavor from the tax-payers.

The message opposes any assessment of lax for school purposes, inasmuch as the lals decision of the Supreme Court upon our school law, euta off all power to levy a tax excepting only for building purpo* Ms, and tbe Mayor did not wish to see tbe tax duplicate incumbered with a tax that eonld not be collccted without trouble.— Aft*r the reading of the Message, however, the Committee appointed by the citi-

memorial and resolutions before the Board tebtch were referred to a special meeting of the Board, to be held on Wednesday night week, at which time the points of law ia relation to this matter will be folly discussed by the Board and the above ^.**.1 Committee. Until tbe result of this investigation is known, we shall not j}ve our views in relation to the Major's Meeaage o* this point. Belioving, howIfif. tat ttii Mayor would be willing to accomplish the end dtfstrod, if a legal gad reasonable plan can he hit npou, fait this the point to deterfit" 'i

The liquor ordinance was spoken of in xather apprekeuaive terms as to its legality. Tbo Mayor also stated that he had feem credibly infoimed that a combinatioa had been entered into by the liquor -vendors, to test the legality of the law on the first srrest that was made under tbe ordinance, and that the Board should tako some steps to indemnify the officers from the charge of false imprisonment, should any arrests be made. He also gave the Board to understand that if the ordinance vv|a not repealed, it shoal I be enforced.— In fact, it seems to us that the dutiea and powers of the Board, upon many points, is ha rather a crippled condition, or else tho law grantiug these powers is a miserable affair, and leavos every man to put hie own construction upon it. How this matter will terminate, remains yet to be Men. Thero Is one thing, however, that should be immediately attended to, and that is, the law should bo made to operate on all alike—not forcing some to pay the license laud letting others go free. This creates dissatisfaction iu all classes 'the Mayor spoke of many other interesting matters, whioh we hare not time jnor space to refer to, but will give tho Message in full, to-morrow, if possible

We have heard a gnat deal about the in terfioraceof Pops* and Prelates with the political concerns of this country, but so man can yet pot his Sugar en a ease of more unblushing and uncalled-for interference, than the one you so properly rebuke. These assuming preachers, while they exolude the peopU of their churches from all participation in the business of the Annual Conferences, take it upon themselves to Uctvrt their anti-abolition members for having the independence to say and believe that a negro is not as good as a white man. A few dozeu of these littLs Popss get together for the ostensible purpose of attending to tbe religious welfare of their congregations, and having done this to their own entire satisfaction, tbe next act of pious benevolence to tell their congregations how bad a thing slavery is, and what big "villains" were WasmsfOTOX, JKFFKRSON, MADISON, MOX*OB, JACKBOS, TjlVlok, CALHOPK and

Tbe modesty of these preachers must be thought particularly refreshing considering whaTsplendid opportunities some of theni have had to know the history of slavery in their own country, and kmc it came here.

I am a firm oppoaer of every kind of clerical domiuation, whether in the guise of Popedom or other ecclesiastical assumption but I doubt if these little popts will not finally do quite as much damage to the cause of religious toleration, as the big one, if the membership submit to be dragooned by every Conference which assumes to set up moral standards outside of the teachings of the Bible. If the members of the Methodist Church surrender to these assuming preacher* the right to send WASHWOTOK, CLAY, and JACKSON to hell, (without Bible authority,) it will not be long before some new vagery must take possession of the Church, and we shall have all kinds of nonsense, nnder the pretence of religion, palmed off upon us as .M'• A-* Gonpel truth*. y,

I am surprised that the secular press has •6 long submitted to this sort of denunciation, but more particularly so that the non-abolition portion of the Methodist Church should tamely bear the insults of their ecclesiastical bodies, in the prooeodIjgs of which they have no voioe and no control. Thooeands who are kindly disposed to that Chnrch, and who would dosire to worship at its altera, are literally drums from its doors by the insane proceedings of ita Conferences, and tbo discourses in some of its chooels, in many of which the wildest doctrines of negro equality and negro rights are constantly enforced, while the slave-holder is held up as the embodied "gem of all villainies These, let me say, are not pleasant themes to listen to, and especially by those who hare a "decent respect" for the Father of his country, and tho memory of some of our most devoted of patriots.

It ii a great pity that Gospel Ministers an not willing to let this and kindred subjects alone, in the pulpit, as it ie a matter on which tljere is an honest difference of opinion naaongat Christians of all denominations, North and South. It look* too much like a disposition to crowd a doctrine which the Bible does not teneh, and which has for ita object tho building up of a Church on the mi human passions of ita members. At length she ^solved to withdraw to some remote village, to free herself from this odious persecution. A few days before the time she bad fixed on for her removal to her country lodging, her servant, Maria, happened to open tbe door of the closet in her mistress' bed room when out fell the dead body of a man and the police being summoned by her shrieks, they soon recognized it to be that of the ohl Night of Castile, though his countenance was so blackened aud distorted as to appear scarcely human. She stood on one of the benches and earnestly entreated to bo heard. She then confessed that she had been prevailed upon by the bribes and promises of the old knight of Castile, who declared he intended to marry her mistress, to secrete him in the closet in her lady's chamber, but solemnly declared she knew no other canse of hia death except that on the shelf she had placed some sweeteakes raised with arseaio to poison rats, aad that the knight, being rather gluttonous, might have eaten of diem in Hie dark aud so died.
