JOHN 3. CHITTENDEN,

Of Kentucky.

It is almost amusing to see what a

bngbenrthe Dred Scoit decision still Is to" some Republican editors. Tliey can't got ovsr it—it's with them in all their waking honra and liaonts them ia their sleep. I» is a perfcct Banquo's ghost to them which rises before them wherever they way turn, and one thai rises too, At very inappropriate times, and in very ridiculous position!1!. A whorttime ago an overseer was charged, in Vicksburg, with killing a Uavo, and being convicted of manslaughter, he was, according t- the laws that havo always been in force tHrotffhont the South, sentenced to seven years hard labor in the penitentiary. It seems that the Judge charged the jury—as the law has always been understood in the Sooth and everywhere else that

"Banquo's

ghost" popped up and stared him in the fac£. The frightened "Macbeth" left his "stool" to collect his scattered thoughts— with his scissors—and when he turned, "Dred Rcott," as large as life, was occupying his placo at tho table. He ciied "Avaunt," &c., but the horrid spectre would not

xintil its troubled spirit

was appeased by the following

interesting

paragraph in relation to that Vicksburg decision:

i«a degree of humanity abont

that decision that wo wero not exactly prepared for by the universal approval of tho Dred Scott decision in tho South, which affirinod that a negro had no right that a tvhite man was bound to respect."

Now this would bo amusing if it were not such a

pitiful

at

attempt to dccoive people, on

a point, too, on which piost every one is too well informed to bo led extray. livery one knows that tho Dred Scott decision affirmed

no such a thing.

The point decided iu

that ca«o was only that a negro was not a

of the United States, and conse

quently not entitled to tho

political rights

of tho white man. This tho Bcribbler of the Express knows, if he knows anything

all—which is somewhat doubtful—and ho ought to know, too, that they never affirmed, nor did any other court, that a slavo is not entitled to tho protection of bis life to as full an «xtoU {is tho wbito man. Every one knows that thebe have been convictions aud executions in the. South for the murtlor of slaves by their masters, aS well as there* havo been for the murder of whites in the North. It is strange that it never occurs to tho illustrious Bob, as it does to ovefy onoelse, if he does know bettor, that such miserable attempts to do^ ceivo are only making hitn a laughing stock to a still greater extent, if possible, than he always has boon.

itSST The average cost of all the railroads in the country, iu bonds and stock, has been about forty thousaud dollars per mile, making the aggregate cost amount to the enormous total of §1,000,000,000. Of thU cost, about 8500,000,000 is represented by subscribed stock, and on this amomit the whole profit or dividend paid to the stockholders during the past year has not exceeded §10,000,000, or an average of 2 percent, on the amount of their investments. The Hartford Times further says that the interest on over $145,000,000 of railroad bonds has also not been paid during the past year, and on a considerable portion of this amount no more interest will ever bo paid. This is the present position of the railroad interest in this country, in the aggregate, as a profitpaying investment to its stockholders.

WEATHER PIIKDICTIOSS.—It has been stated by 31r. White, the Secretary of the Meteorological Society of London, who has devoted much attention to the subject, that "the Rtorm periods of the present year as pointed out by the science of astro-me-teorology, will be tho 8tli to the 11th April, and 23d to 25th more severe. The first half of May, the most violent from the 18th to 20th Juno 8th to 11th, and 24th to 27th July will be rife with short periods of heat and thunder but the most striking features from 18th to 22nd, when it is highly probable England will be shaken by an earthquake. August at the beginning, from tho 10th to tho 12th, and the most sevorvo from tho 20th to the 27th. September 7th to 14th, and from 20th to 24th. And October, though too lato to do much damage, from 20th to i.

MOXKY Foosn.—322,000—Rumor had it on the streets yesterday that an old safe had been taken from Uie old offico oi the Treasurer of State, by permission of the propor person, for the use of a mercantile firm in this city. Tho safe had not been unlocked for a number of years, and on opening it for the purpose of depositing books and papers there were found within 322,000 in bills on the Commercial Bank of Millington, Maryland, and the Binghampton Bank, New 1 orti. This batch of bills, it appears from a memorandum found with them,
