other day we promise! to give our readers a synopsis of the resolutions passed on the 30!h ult., by the Douglas Democrats of Vigo. The following Is tlie substance of the resolutions given in a unthhell, in the order in which they have been published: 1. This resolution jilefclafps in favor of the conatitutioa as maintained by .Jefferson, the great Apostle of Democracy.-— This reminds as of the maltitade of professors of religion, v?fio stand upon the home-tops and by the road side, and loudly proclaim their belief in the doctrines taught by the Apostle* and the Savior of mankind, when the truth is, nine-tenths of them are wolves in sheep's clothing.-*-Actions speak louder than words, while tho latter, in ninety-nine cases out of a hundred, is a sure card of admittance to the goat department The doctrine of Jefferson belongs to-ho party who have not the Union of tho States at heart—whether Democrat, Whig, American, or Republican, and actions must speak and determine the position of the party claiming it. 2. The second endorses Buchanan's administration so far as developed, except his views in relation to the admission of Kansas under the Leeompton Constitution.—--Bo, his fiiribii6toring notions arc all satisfactory, are thej? I lis removal of Mason (Minister to Paris,) is all light, and welltimed. 3. This ono endorses tho Cincinnati platform, which was constructed out of seventeen plank seventeen feet long and about the samo in width, upon which tho speakers on either side might blaze away without being interrupted, or understood by tho others. In this way, every thing was harmony until they undertook to officer tho army and a census of tho work performed was taken, wherein lies tho discrepancy and sequel. 4. Doclarea ono of tho cardinal principles of tho Domoeracy to be, "that tho citizens of this Union aro capable of selfgovernment." Well, this is right, and it may bo proper enough for tho Democracy to claim it as a "cardinal principlo" of their party, for they should have a few such in order to give vitality to their moving machinery. It ought to bo a cardinal principle with overy American citizen, no matter what party ho may belong to. 5. Tho fifth rosolution roeognisos "no othor sovereignty oxoopt that of tho people," and "that sovereignty to beoxercised in its own way," and that no delegated body has tho right "to form organic laws for a people, and doclare the same operative," without the consont of a majority. Tho&c aro our sentiments, (conceding the right to Congress to organize Territories,) and tho Amoricad party will stand by them
long as they havo the power and privilege of casting a vote. Upon this principlo we pronounco squatter sovereignty, (which is the substance of the 6th resolution,) in ono sense of tho word, a comploto humbug, and ho who bites at the bait is sure to get bit himself. For wo all know, that tho organic law of a territory is drafted and do dared to bo in full fores, withont oven a forewarning (often) to one-third of the squatters or citisens of tho territory Whom it is designed to govern, and the^propor mirnbor of officer* are also given to that territory with delegated authority to rule, though it be vitkout tho approbation of a majority of her citizens. Where then is squatter sovereignty? 3 wlut lo the squatters rule or have a voice* Jn the minor af* fairs qf government and in nothing more. Tho Constitution of the United States tuts thorn off in all positions save those of mere suppliants and secondary dictators, so long as they remain under the organic law creating that territorial government, alone reserving the right to mould their institutions in their own way, in drafting a constitution which is designed to govern them at a State. 7. This resolution endorse* the KansasNebraska bill, and claims the right of the people to approve or reject at the ballotbox any organic law that may be framed by their delegates in convention for their government—** a Stat*, we preturns— though it is not so expressed. In this we heartily concur—it is right, it is just, and it is dot to the American citbsen upon ali such occasions. 8. This recognise* the sovereign rights ©f the States, and concedes them the power to regulate their domestic affairs to suit
theu^elyes. This is all right,'and is also good Americanism, when it is not stretched too far. W 9. The ninth resolution "opposes "Banks of issue whether State or National." Now, if this resolution ha I embraced Sub-Treas-ury Shin-Plasters, we should have taken this convention to IMJ composed of Democrats of the real old hard currency kind.— But as the matter now stands, they can claim both the rag and specie side. Too much buncombe there, boys. Just throw away your Treasury Notes and substitute. National Bunk, and we arS In, heart and hand. mj*, .*nsu tr m* v* 10. Hera the Sub-Treasury system is approved and recommended to our own State as a means of keeping her independent of suspended banks, Your ninth resolution repudiates State Banks—abolish them and your State Sub-Treasury system is, of necessity, instituted at oneo,. unless you conclude to invest the funds in Georgia lands again, and sell out to such men as Paris V. Dunning. 11. This one opposes the taking back of the Wiibash and Erie Canal by the State. Wo are in for this, teeth and toenails, and we liot/e tho man who fiivt proposes such a project, will bo struck by thunder and lightning and knocked on the other side of Jordan* 12. Opposes the revolutionary manner of electing United States Senators—as was practiced at the last session of our Legislature. We are also opposed to all such underhanded games as that.. We only wish you Democrats had lent that way before Bright and Fitch were elected. But it is natural to lock the door after the horse has been stolen. 13. Responds to tho call for a mass meeting to be held at ludianapolis on the 23d inst. ,- 14. Endorses and approves the course of the Tcrrc-Haute Journal, on the political topics of tho day. To this we sannot seriously object, for it is down on the Leeompton swindle and so aro we it is down on tho administration in some particulars, and so aro we Jit is rather kovl towards some of our Senators in CongreRs and so are we. The Journal has impioved Democracy considerably hero of lato, or else Democracy isn't h?U it used to be— don't know which,
Taking these resolutions altogether, they amount to—nothing. Not ono word is said in favor of Douglas, more than the endorsement of his Kansas-Nebraska bill. Tho whole matter stands more mystified than it did before—not a singlo feature stands out in bold relief. The partial endorso nout of tho administration reminds ns of a man calling another both a fool and a. gentleman, and leaving him to draw his own inference as to what was meant by the terms.
Eloquent Extract! Tho Express of yesterday contains the following «oi/-«(m ^epistlo "Mr. Gartrell, of Georgia, in his speech" in the House «.f Representatives a few days ago, used tho following language: "I tell the gentleman, further, thaA in ordor to preserve that Uuion, you must admit Kansas as a State into this Union with the Leeompton Constitution, l'ou must admtt her as a slave State, with that Constitution. s, nttH'.Vi "Is that the Southern ultimatum? Is this the fraternal bonds that holis together this Union of Statos? Is this tho demand the South makes—^iW ns Kansas as a slave State, or wc dissolve this Union?— Is tho North prepared for such a proposi* tion? Must we give away our manhood-— becomo slaves ourselves, in order that the peculiar institution may be extended No We will resist this Leeompton swindle, and we will then strangle iorevet the Southern to dissolve this Union."
Whoro is tho eloquenoe of "Denjosthenes and Cicero" when compared with this! If the spirit of Lindley Murray does not look down and ttmfr—audibly—upon his humble disciple, of the Express, then let not even the most foolish place more faith in spiritualism.
£3?~The Journal appears to wondef why there should be any difierenee between the Express and Union, in relation to Dick Ryan's speech on last Saturday. We see nothing strange in thi?, as it is easily accounted for. We hum what Democracy m, and Hudson does not. He thinks everythbg that winks at disunion, whether of the States or parties, is Hepublicanism Republicanism being made up with the fttg-ends of disunion of every grade, hue, odor and flavor. And as Dick Ryan sa» fit to bear heavily upon Bright, Fitch and Wiliard, Hudson took it tor granted that he was making a JRcpsb/uxtn speed), and this is the only #Y*#O* he had for saying what he did—nothing
