The Cincinnati Commercial.

Republican Falsehoods Refuted.

We published, the other day, some of the circumstances connected with the riot in Baltimore at the recent municipal election—tending to show that the attempt by some partisan presses, with the Cincinnati Commercial at the head, to hold the American party responsible for it, was both unjust and unmerited. They established the fact conclusively, that the riot was occasioned, on the day of the

eleetlea.by the firing upon sndfcHThiR one of the polic« officers, by a party of W«4 Zfcwaerafe arbo bad possession of Jtcbts hell— their heed quarter*. Bat Oiese presses pretend ed to be increduloa# of the trwth of theee statements—made by the leading paper* of Baltimore—and reiterated tbelr false accusations against the Am/tie*n party. They seem to be so greedy of a chance to defane that party and ail who belong to it, that they publish, without Inquiry, any accusation against it, however untrue4tbat the malignity of ft*oeracy :tr Rrpvihlicnnitm can inrent. The feeling it exhibits, is simpljr tfeat of spH*—on thing higher. And it employs all its talent for defamation—-of which few papers hare so aweh—to jgratifj this feeling/

The Mayor of Baltimore has issued an addrern to the citisen* of thateitT, In which he refers to these natter*. Although much of it. is of a local character, yet we publish it entire, as anact of justice to the Americana of Baltimore. We think a perusal of it will satisfy every body that there is, in that elty, a combination of Irish bullies, formed for the express purpose of resisting the city authorities, and that they have been supplied with arms and amunition for the purpose. ADDRESS OF MAYOR SWANN,

Slnee I took charge of the municipal government of the dtr of Baltimore, it ha« been my endeavor devote my wards the maintainanee or the public peaee ami to check lawleasnesa whenever aud wherever it should ho found to exist In the discharge of my official duties in ibis particular, I have known no party, and I have endeavor ed to impress upon those aetiog under me the observance of the strictest impartiality. The first aim of my administration has been to establish a government of law aiid order. With this view I have labored dav and nightthrowing myself in contact with tbe.police, and visiting ail parts of the dty, to see that no blame attached in the prompt discharge of the duties amigned them. For alore than fifteen yean, I have been more or less connected with the public affairs of this dty, and the prominent ottiteas who have oo operated with me. in the various ports to «hlc1i I hare been called, will do me tbe justice to believe, that I have acted at aH times witto a sinjtle eve to the advancement and prosperity, of the city of Baltimore. when tbe now Police f»rcc was established it was natural that large fctlculatitoha should have been made upon Ha eflkiiencjr. in the organization of that force! acted forth* best* In manr instances of appointment, indeed may say most of them,f 1 was compeUel. to lean upon the offlctn thtn la the sej^iph of the citv, in whom I had confidence and to whom the appointed* were pcrtOHaUy, known That I may have commfcted errors 1 am free to adroit and these whenever «.

That some disappointment should havc been felt In the working of this system, lwas prepared to expect. The increase was not large enough to guard every nun's house in the city of Baltimore at all hours of the day and night, liiatthcy could not be present on every occ tsion, lo stay the arm of the aasissiii and extinguish the secret torch of the iuoendiary. was equally evident to me. And yti thrae wero those who held the dty reipomffible for every outbreak—everv bar-room every act of shooting however sudden—every fire clot however beyond the power of the munidpal arm—every scene of lawlessness whenever and wherever committed, as though a police force of some one hundred map during the day and two hnndHnl during tbe hi scattered over a dty of JISO^PO inhabitants could be everywhere at the same time to out* reetand effectual I suppress these abuses exists to

The citizens of Baltimore will determine whether a persecution so [apparant] apparent to all is to receive the sanction of those who really desire to maintain the public peace. Party rancor may be pressed too far. It has already made the whole city an ambuscade, from which the officers of the law, in the discharge of their duty, are fired upon day and night It has excited to frenzy a large class of the foreign population, and has brought about a state of things which no man can contemplate without regret. The sum total of all the rioting is comprised in the murder of one policeman, and the wounding of eight others, including those fired upon on the morning preceding the election. It was a war upon the police on the day of election—commencing in the Eighth ward, and terminating in the Eighth ward.

The absence of a large number of democratic voters from the polls ia some of the wards, ean best be accounted for by themselves. 1 sam ma tuidt wes of wwy esmtiaelisa to cxdwdo (Asm firam voting ft seemed to have bean a tongoat cooe\o^om Man the skctiaa that they werets take no interest in Aa eonlett. Of the twenty democratic judges appointed bv mc, all resi&md ieltklm a fim iajt of the eiettim, wkhlhtejcceptiem of six. Dp to the latest boar their resignations were handed in at the MayOr's oflfee, icaviag It difficult te supply thdr places intiaM for the ope«i«e» of the polls. In some of the wards the resident magistrates wm called upon to officiate in tbe absence ot the democratic jadges*.

This is a statement of what transpired at the recent munidpal election. The cause of all the disorder that took place, of a serious oearactcr, was confined to the infvriated Irish of the Eighth ward. Tlie deliberate shooting of officer Jourdan was wdl calealatcd to prodtement throughout the dty. That ce should bare sympathised in this

duee excitement throughout the dty. the police shotdd bare sympathised in feding waa not to be wondered at—esteemed and beloved as that officer had beea. That it may have provoked a spirit of retaliation in aome parts ot the city is not improbable. I can only say that in* the midst ot all this excitement thepotioe bore themselves with becoming moderation, and executed my orders with promptness and fidelity.

How far the systematic effort TO the pari of certain newspaper* in this dty. to bdag the administmioa and the police into disrepute, may have prompted tlda mmdcrous ciaabination on tiie pirt of the miiyuiAtit Iritk of the Eighth ward, it is for the public to judge. I can'only deplore (he ntwanee df any such spirit ia bur midst.' The dty of Baltimore will owe to herself to protect her officers by all the means at her disposals
