The constitutiMn of Maine provides that all citizens of the United States" may vote and the Judges of the Supreme Court of that State—not in a case pthding before them a-i a court, but merely in answer to an inquiry by the Legislature—have given it as their opinion that a ntgro is a citisen of tlve United Htates, and may, therefore, vote under this clause.
