[CONTINUED FROM SECOND PAGE.] It is high time that they should not confine themselves to empty protests to be followed by pusillanimous acquiescence and submission to par. dictation, but act with all the means which free institutions put at their disposal. I repeat, action is needed, that this Republic, now happily freed from slavery, be freed from every species of arbitrary rule that the Constitution, not only with all the restraints of power it imposes, shall again resume its supreme authority that the self-government of the people shall be respected in its legitimate sphere that the law of the land shall be again the law not onlyTor those who govern, and that the whole people of this Republic be again inspired with a clear appreciation of the meaning and value of Constitutional rule, and a just sense of their rights and obligations.
THE TIME FOR REFORM.
The time has come when this effort must be made, and I confidently trust there are still men enough in the Republican ranks whom a slavish terror of the party-whip will not deter from doing what they conceive to be a great duty. It is time,I say, for another term of such arrogant assumption of power, and such wanton acquiescence may furnish the flunkies of power with such a store of precedents lor argument as to bewilder the common understanding until people cease to lopk for ordinary means of relief. Still another problem is imposed upon us by this period of our history. As this Republic grows in population, and the multitude and grandeur of its public interests, so the machinery of the Government grows in extent and influence upon our political life. In the same measure *the necessity increases of infusing into that machinery a higher spirit of morality to prevent that influence from becoming despotic and corrupting. But we are surrounded by extraordinary circumstances. Our civil war, as all great distui bailees in history, has stimulated and fostered a spirit of speculation and jobbery, which has made our public concerns the subject of rapacity and plunder to an unsual degree. It has made our public murals easy and loose. Corruption and peculation invaded our political life with alarming boldness.
It becomes the supreme duty ot those in power to check this dangerous tendency with vigor and determination. To accomplish this great end, three tilings were necessary: that those in high places, whose conduct is visible to all the world, should set an example of scrupulous purity and lofty unselfishness that the ruling party should, in its criticism and in the handling of its power, be severer even against the shortcomings and tresspasses of its own members than against those of its opponents and lastly, that our present system of civil service, which has bee me the hot-house of so many alarming abuses, should be so reformed as to make honesty, capaccity and fidelity to the public interests the criterion of qualification instead of partisan service, and thus to destroy the corrupting and tyrannical influence of the Government patronage.
Has this been done? Has the example of those in high and conspicuous places been such as to be a visible rebuke Co the spirit of selfish greed which is demoralizing to our political life? Has that high standard been set of single devotion to to the public interest and noble disinterestedness? I will not go into an odious criticism of details. He who runs may read the history of our days. But surely, a, nepotism far more reckless than anything of the kind the annals of this Republic tell of, was far less calculated to impress the public servants and the people with the idea that devotion to the public good should be thesupreme motive of those entrusted with authority, than that he who is put into office and power, may, with perfect propriety, first use his opportunities to benefit himself and his kin. The teachings of such an example cannot fail to be widely demoralizing, when they proceed from the highest place of honor and authority. [CONCLUDED TO-MOUROW.]
