Convention.

The friends of Governor Brown gave him a complimentary serenade at the Missouri State Capital on the evening of Washington's birthday, and called him out in a speech in which he set forth his views 011 pending public questions with great freedom and boldness. We copy the feoncluding paragraphs in which lie touches upon the Cincinnati Convention:

And now before closing these hasty remarks, let me advert to one other topic. All this controversy which excited such attention herefrom the pronounced manner in which the issues were developed, has gone forth into the arena of the nation at large. The same evils of Executive domination have become so apparent as to evoke a large protest from Republicans in almost every State that it was deemed necessary to subdue. This had led to extended organization on the part of Liberal Republicans, and a call to meet in national convention at Cincinnati 011 May 1. There is alarm in high quarters at that call, and the storm signal has been set from the mast-head. The result is a varied and persistent attempt to mislead the public as to the purpose aud meeting of that convention. The press, the telegraph, private announcement, aud all the arts of political strategy are used to give out an impression that it has been adjourned, that it will take no act on, th vt no oue will attend. Now I desire to put the minds of our Radical friends, many of whom I see here to-night, at rest 011 this subject of their daily scheming and nightly dreaming. I desire furthermore by this statement, so far as ray voice can reach elsewhere, to reassure the liberalism of other States, that they need not be misled by any such reports.

The Liberal Republican Convention will meet of Cincinnati on the first day of May, and rest assured that it will then and there take full account of this attempted prostitution of the Republican party to the corrupt service of one man. From an extended correspondence by the committee in charge I am assured tjiat it will be largely attended, and will have to assistin its deliberations many of the first statesmen of the nation—tried heroes of the long auti-slavery controversy, and equallyheroes to-day in the conflict tosustau ihe freedona of all-against a despotic system of central authority. You will have every State outside of New Eugland, and several from there, largely reprasented by well-accredited Republicans, earnest in their faith of reform. Ana when they gather there, my friends, I veuture the prediction they will give good accounts of themselves and shape out work that will give the office-holders double duty until November qext. (Cheers-.) There will be no faltering, no quailing,

ions, butouly manifest the stern purpose of men who know what duty demands of them, and who mean to do it who realize how much stronger before the uucorrupted people is patriotism than any power of patronage, aud who have developed enough of manhood in the grave conflicts of the past score of years not to fear now when the very liberties for which they fought are so much endangered. {Loud cheers.]

The chief point of interest in these remarks is the fact, announced by Governor Brown, that nearly every State will be represented at Cincinnati by the Republicans of the first eminence.

Newspaper Libels.

The laws of libel that prevail iu some of our States, Pennsylvania, Kentucky and Cali for nisi for instance,v are relics of baroarism. By their aid a newspaper publisher can be continually harrassed aud put to heavy expense, and if a determined and persistent fight was made against a paper, uo matter how strong, it would have to go under. By the ruling of the courts the most ordinary matter of news whether origuial or copied from other papers can be construed into a libel. It often happens that reports concerning men find their way into papers or they are accused of crime of which they are iauocent, or at least not found guilty. The law construes the mention of the fact int alibel rind uo matter what reparation the paper may make, it cannot be made to*pay aTt least the costs of the suit if not heavy damages. Frequently persons of no reputation and nq financial ability sue papers for libel with the expectation of making Something out of it, and the jury not believing- the publisher guilty, but knowlfig'" that the plaintiff is not responsible, finfes the former a nominal sum, oue cent, perhaps. This is a farce. It he is guilty at at all, the damages should be more than nominal, if he is m-«i

nocent, the jury should say so. But the costs raiit- be saddled upon some one, and es the publisher is the

party

from whom they can be collected, he is made to pay for a wrong which- the jury virtually says was no wrong at all. Laws permitting such a thing are outrageous, and ought to be stricken from the statutes. In ail cases of libel, if the plaintiff is irresponsible, lie should be made to give security for the costs before his case is ever tried, then if he is entitled to damages let him have them, if not let him pay the expeusesof his prosecution. No honest publisher wishes to evade the responsibility of hi actions, but unless a paper publishes news it cannot live, aud in news gathered by so many different hands from so many different sources, it is almost impossible to evade occasional justice or misrepresentation, and for these publishers are always ready or even anxious to make repara tion. The true journalist knows

The Washington Star was recently mulcted for damages iu a suit, which, if the case be as stated by it, ought to have been thrown out of court.
