State of Parties from a Republican Standpoint. The following reflections, 'on the present state of parties, are taken from the SprUiglield (Mass.) Republican, which, from its ability and recognized influence, may be flescrioed as one of the leading organs of the party whose name it bears. From that standpoint, the views are eandid and vigorously stated, and, although we may not concur in either its premises or conclusions, the suggestions themselves will claim the attention of thoughtful minds on both sides

The new departure, therefore, requires a candidate, who shall be more of a departure than the departure itself. The country will not believe in the sincerity of the movement, unless it is represented by a man in whom it has larger confidence than in any platform. A ticket tainted with Tammany, or connected with copperheadism, can inspire no. hope. Neither Hoffman, nor Pendleton, nor even, now, Hendricks orThurman, can lead the Democrats to victory in 1872. Nothing short of candidates who represent loyalty during the war, and integrity of administration for the future, can inspire that enthusiasm before the country, or win that largo section of the Republican vote that are equally necessary to a successful campaign. Either Groesbeck, of Ohio, and John Quincy Adorns, of Massachusetts, or Charles Francis Adams and Grata Brown, of Missouri, would be such a ticket. To bring the party .to it3 selection, is the next step in the Democratic new depaijg ture. Many of its wisest leaders see this necessity, and are already laboring to achieve it. What has been done will be of little avail to the parly as a party, unless this can be added. This is the work before the Democratic party for the next twelve months. Its progress will be watched with intense interest, with mingled hope and fear. But is success will be a great benefit to the nation, even if it. is followed, as quite likely it would be, by the triumph of the Democratic party.

On the other hand, new departure in one party obliges new departures in the other, Senator Sherman's speech in Chio, so different from that of Senator Morton in Indiana, a few weeks before shows that the Republican leaders have taken alarm, and are cliangiug front. Senator Morton dressed up the bloody bones of the war, and invited the nation to a new Presidential contest over them. But Vallandigham buried them beyond the hopes or resurrection, and Senator Sherman meets the emergency with a-new programme. The Republican party departs. It departs from its indifference to revenue, civil service, and currency reforms. Having achieved, nobly for itself, and happily for the country, the safety of the nation, and the triumph of the flag, it must now move on to new* questions, and to new claims upon the popular respect must add to the gratitude of the nation for a glorious past, its confidence in a successful future. It must show that it can govern as well as save that it can administer affairs in times of peace, ap economically and as justly as it met grandly the perils of rebellion, and courageously the question of equal rights.

The fate of the Republican party,, in the next Presidential campaign, lies partly in the degree of success that shall attend the effort in the Democratic party to complete it new departure, and partly upon its own reform legislation at the next sesion of- Congress. The practical wisdom, the personal integrity, and the administrative ability with which it grapples, next winter, with the questions of revenue and currency and tariff and civil service, are the tests of its future. It is evidently preparing to meet these questions in a different spirit from that in which it has treated them for the last two years. General Grant? and his executive assistants are also put upon the same trial with their party followers in Congress. They must depart as well depart from corrupt schemes of Outside annexation, depart from careless indifference to public interests, and selfish care for private ambitions, and give more heed to the great business interests of the country they must learn to administer more impartially, more honestly, more unselfishly, and more intelligently, else the sceptre will depart from them, even if it does not depart as Well from,their

The Republicans* cllafi^ lia^feMt? in their power thus to restore their organization to unity, to inspire it anew with enthusiasm, and to repeat again their national victory. Even General Grant has an opportunity to redeem his reputation, and make sure of renomination and re-election. But a^new departure is the price of such results to both. The party cannot hope to retain the Government, if it continues longer indifferent to the great business interests.of the nation, if it further postpones thorough reform is -administration, in taxes," and fn currency. Nor can the President hope to retain his leadership of the party, and command a re-election, if he persists in administering the Government for the benefit of his family, and sucU -men as Rufus Ingalls, Simon Cameron, Benjamin F. Butler, and Roscoe Conkliug.

There must not only be a new, but a bold departure from such selfish interests and such bad leadership, if the President would hope to reap the full benefits, of his opportunity. r. «, ,.

Give Us General Amnesty. s? The Democratic platforms insist upon general amnesty. It asks the restoration to the rights of citizenship of all those who, ten years ago, engaged in the unhappy civil war. Six years have passed since the conclusion of that struggle, peace has been restored, a spirit of conciliation and good ffeeling shouid^e fe'Bcouraged between all the States, and the Uuion sustained all portions of the country should dwell together in unity. Why, then, is a line of demarcation established that excludes from the privileges of citizenship so. jOoany thousands of worthy men, whose follies have been expiated by good behavior for six long years?
