THE New Nation in an article on the forward movement says "However little value it rna.v have as a platform, it has a great deal of value as a sign of the times. Whatever else it may be or may not be, this it is—a bid for the support of that large body of Republicans who are very sick of Republican doings, and who long for a decent excuse lor trj'ing both new measures and new men. It is impossible to overlook certain facts. 1. That during the present administration nothing whatever has been done until now to reform the civil service, in spite of the loud and olt-repeated promises on the subject. 2. That a great blow has been struck at the" purity, independence and usefulness of the Supreme Court, and of all courts, by packing the court to procure a sudden reversal of a carefully considered decision. 3. That so far from any steps having been taken toward a return to specie payments, this packing of the court was resorted to with the direct purpose of getting a judgment which made a return to specie payments moro difficult and uncertain than ever, and this packing has buen formally and publicly justified by the Secretary of the Treasury. 4. That no serious attempt has boon made to reform the revenue, or infuse order or method into the tarifT, which is now in a state of as great confusion as it was four yoars ago and that so far as wo know anything of the mir.d of the irty, it is occupied rather with the discovery of means of avoiding tlie question altogether than of dealing with it honestly and fairly. 5. That the time and attention of the Administration during four years have been uiainly occupied with the project of annexing a semi-barborous island occupied by a turbulent population unused to civil government, and that it was never so intent on this scheme as at the moment when Congress was appointing tho President a dictator as a possiblo substitute for regular civil government in half the Union. The one positive step in the history of tho Republican party that can be urged as a set-off to all this is the conclusion of the treaty with England, the value and importance of which we have no wish to underrate but it is well to consider whether a year hence people will be disposed to regard this one pieco of foreign policy as a compensation for the almost total neglect of internal reforms.
The Yicc President.
Mr. Colfax arrived here last Friday morning at five o'clock in the special car of the Pennsylvania Central road, tendered him by Col. Scott. He gained in strength during the thirty-six hours journey
from
Washington, and though
still weak, home, family and quiet are, as all will be glad to know, hastening his convalescence. Every evening since his return Mrs. Colfax has driven him around the environs of the city and he has taken much enjoyment in this open air recreation.
The newspaper correspondents at Washington reported so many causes for Mr. Colfax's illness that we take occasion to correet such as were in error. His physicians attribute his attack to over mental work without relaxation aggravated at the time by his general illhealth and the vitiated atmosphere of the long executive sessions of the Senate with closed doors and windows. The public knows how conscientious Mr. Colfax has always been in the discharge of his official duties, how diligently he has labored on the side of ri^ht and justice during all the years of his manhood, how heartily he has partiei-
in all the contests of his parly friends here know what his labors in canvasses for many years have been, drawing heavily on his vital forces, but few outside of his family know of the enormous correspondence that has poured in upon him from all parts of the Union during the past few years, especially while at Washington. He has, in addition to all his official duties and other demands on his time, replied to all these letters with his own hand, and in hours that should have been given to rest and sleep. No wonder that over-tasked nature at last succumbed
Mr. Cohax's physicians now insist-on his giving up public speaking and letter writing, with rare exceptions, and confine himself to official labors alone during the two remaining years of his term, and if his thousands of correspondents do not hereafter receive answers to their letters, they will understand it is because he is obeying medical instructions and seeking that rest he has so greatly denied himself heretofore.
He desires us to state that his attack was not paralysis but vertigo in its severest and most violeit form, the reaction from which is very slow and painful.—South Bend Reporter.
The So-Called Xew Departure. We have heard of a few Democrats, and they are very few in number, who profess to see in the resolutions recently adopted by the Democratic State Conventions of Ohio and Pennsylvania, a surrender to the peculiar political ideas entertained and advocated by the Republican party. And why? Because it is proposed to accept the thirteenth, fourteenth and fifteenth amendments to the Constitution as facts. Are they not jiar of the Constitution, no matter by what objectionable means they were niodeso? Has not the Executive Department of the Government announced that these amendments have been duly ratified as provided by the Constitution itself, and must be accepted as parts of the organic law of the land? And did not Chief Justice Taney, in the Rhode Island eases, aunounce as the opinion of the Supreme Court of the United States, that a proclamation by the Executive Department of the Government that an amendment to the Constitution had been ratified, decided its validity, and made it binding upon all the other Departments of the Government? And this decision of a Democratic Supreme Court applies to the amendments under consideration. The acceptance of theseamendments as parts of the Constitution, is then in 110 way a "new departure," but it is simply applying to them a recognized Democratic principle. This idea that is being so,industriously circulated that the Democrats in formally accepting amendments that have been recognized by both the General and State Governments, and which nobody has attempted to resist by even an appeal to the courts, is a surrender to the Republican party, can not stand the test, of investigation for a moment.— Indianapolis Sentinel.
