is much talk about annulling

the recently adopted amendments to the Federal Constitution. If those amendments shall hereafter be annulled it can be efl'ectcd only by a future amendment to the Constitution in tiie mode prescribed in the fifth article of that instrument, viz, the passage of a sixteenth or other article by two-thirds of each House of Congress and the subsequent ratification thereof by three-fourths of the States.

The New ork World, speaking in iu refenee to this matter, says We have grounds for believing that in tho caucus ono of the ablest, soundest, and most respected Democratic members of I Congress, in a speech of great ability and vigor, stated that if the Supreme Court were composed wholly of Democratic ijudges they would unanimously sustain the validity of the new amendments. We have

Progress of Population.

The progress of population during the remainder

As there are likely to be not far from 200,000,000 in Europe who will need feeding at that time, the market prospect for American farmers is good. Survey of the Wabash.

Our former City Clerk and City Engineer, Frederick Stein, who is now a resident of Tipton county, started for Louisville this morniug in company with Messrs. Dietz and Costar, of this city, to receive final instructions from General Weitzell, of the Topographical service of the United States Army, for the survey of the Wabash river.

Death of Schamyl.

The lmaum Schamyl, the prophetwarrior of Caucasus, died recently in Europe, nominally a captive. During the thirteen years which he, at the head of his little handful of mountaineers, held at bay the entire power of Russia, his exploits attracted the attention of the world, and read more like romance thaoi reality. A zealous religious enthusiast, a brave and accoin-

At

Louisville they will be joined by several West Point students, 'who are to take practical instructions in engineering. Tiie party will be provided with a steam boat furnished with all needful supplies, and will proceed down the Ohio to the moutli of the Wabash, where the survey of the last named river will commence. The survey will be continued as far as Logansport, with the object of ascertaining if slack water navigation can be made available as far as that point. If it cannot Mr. Stein will so report, and name the point to which steamers can go by the assistance of artificial means in a reasonable stage of water. If Logansport can be benefitted by the construction of works necessary for slack water navigation without too great an expenditure, the contemplated improvement for the aid of commerce on the Wabash will not, probably, extend furfurther up the stream than LaFayette.— Evening Commercial.
