ess has been manifestsd by the people to be present at the proceedings in the Senate, and perhaps never before was the Senate wing of the Capitol so compactly crowded up to 1 o'clock, when, finding it impossible to get within the Senate Chamber, thousands of disappointed persons left the Capitol and returned to their homes.

Throughout the delivery of the speech deep interest was evinced by Mr. Sumner's hearers, and at times manifestaitons of approval of the sentiments he uttered were given in slight murmurs and general stirring in seats, accompanied by intelligent glances from one to auother, and upon two occasions open applause from all parts of the Honse was the response to the Senator's utterance. Mr. Sumner's voice, always deep and mellow, was to-day in full strength, and held ouc well to the end of the speech, which occupied about three hours and one-quarter in its delivery. He read from printed slips in general, but it was remarked that there was almost as much of animation in his gesticulation and in the inflection of his voice as are observable in Mr. Sumner's extempore speeches, so that the interest was at all times kept up. His characterization of General Babcock, of the President's household, as the "Young Missionary and Special Envoy Extraordinarv and Minister Plenipotentiary," which he frequently repeated, seemed to be much enjoyed, and always caused merriment. His thrusts at the officious Secretary, as he termed Mr. Fish, which were frequent in the speech, were much relished by the audience. His charge, impressively made in a thundering voice, his tall form eeeming to rise above its ordinary hight, that "the President, the State and the Navy Department, with the Young Missionary, had combined with the usurper Baez to coerce the people of Dominica," caused a decided sensation, and with much derision, which provoked a general smile, he described this as the iirst case of armed negotiations. He described, with irony and a contemptuous smile, the moral support of guns promised by our Government through the Young Missionary, and the State and Navy Department, and charged that our great .Republic had made war upon a weak and defenseless people and in support of a usurper.

There were no remarkable special incidents connected with the speech other than those already mentioned. The verdict generally is that it was a very able and convincing speech, and the comment of the majority, irrespective of party, is that it was most crushing upon General Grant and Secretary Fish, and an unanswerable argument against their scheme to annex San Domingo.

SUMMER'S SPEECH.

The Scene in the Senate—How it Impressed the Senate and the People WASHINGTON, March27.—It 11 o'clock this morning, one hour before tiie assembling of the Senate, throngs of people were making their way into the galleries of the Senate Chamber, seeking eligible seats to hear the great speech of Senator Sunnier upon the San Domingo scheme. By 12 o'clock not only was every seat occupied, but the

corridors and halls

were literally packed, and all the approaches to the Senate Chamber were densely crowded by persons of both sexes, eagerly seeking entrance.

After the Senate had convened, on motion of Senator Fenton, consent was given that the ladies who were unable to obtain seats in the galleries be admitted to the cloak rooms adjoining the Senate Chamber, and instantly these rooms were packed to their utmost capacity. Every Senator in the city was in his seat, and the sofas and chairs upon the floor, and the standing room upon the latter, were occupied by members of the House and officials of departments. The audience was composed about equally of male and female spectators, and was perhaps, as intelligent and respectable a congregation of people as was ever assembled in the Capitol. The ladies were generally in full dress, rich and gay costumes, and presented an appearance of what has been stereotypically described as an animated bouquet.
