On motion, by Mr. Higgs, the bill was referred to the Committee on the Judiciary.
The joint resolution [S. 7] concerning the so-called Fifteenth Amendment to tIK Constitution of the United States, and Its pretended ratification, and propMing a convention of tho States to amend the Constitution of the United States (heretofore printed in these reports) was lead through by the clerk. After which a strong debate followed, which resulted in an adjournment of the House until this (Monday.morning) without disposing of the question.

A correspondent of the Standard has
been interviewing the female Bonaparte at Cliiselhurst. and reports her "greatly ticpre-ssod" by the doleful tidings from Far is, but adds "With relation to the probable demands of (Germany, she anuounced that wUa'ever Napoleon might consent to wiauld not atl'ect. her determination, in case she was called upon to subscribe to any treaty of peace, to sign nothing humiliating to France, even if she should lose all claim to the imperial throne ol France by refusing. "She declares that she never has had any intention to and never would sign any compact giving away to Germany a portion of tho soil of France. In a recent correspondence beUveen Napoleon, herself, and the (Jerman Premier, regarding the concessions the imperial couple were prepared to make, she pluckilv refused her assent to any terms involving the dismemberment of Fiwnce, which she clearly discerned would be insisted upon by Uermany."
There may be pluck hi the refusal of a luckless gambler to pay hia losses but there can be Utile reason and less hon--dv. This war was made bytheBinapartes for their own selfish ends, more especially to secure the throne in reversion to tneir son. They went to war expecting victories, on the strength of which they meant to wrest from Prussia her thoroughly German territory west of the Rhine. But, instead of victories, they encountered a succession of the most overwhelming defeats, wherein tlie Emperor himself, with most of his soldiers not killed, and a part of the wounded, were taken prisoners and such they remain. It was the incapacity of the Emperor, together with his crime in waging an unjust war, that delivered France naked to iter enemies. Yet, from the lirst hour wherein fortune showed them a scowling face they have been hard at work to lay upon others the blame of their own misdeeds. The fallen Emperor has proclaimed that he was forced into the war by French public opinion which is notoriously false, while it is calculated to incense'the victors against their prostrate foe and impel them to exact harder terms. Even had it been true that France forced him to assail Germany, Bonaparte should have forborne to charge It till peace was made. He meanly seeks to fnve himself at the expense of the peo pie he has betrayed to their ruin.
