The Congressional Subsidy Niiisiiufc. Tiie hiisiness of begging from Congress subsidies of land ami money, in aid of railroads and other enterprises, is getting to be a prodigiou nuisance. The success of the various Pacific, llailroad Companies in obtaining assistance of this kind seems to have driven wiid with excitement the greedy army of adventurer^ which, in this co. in try as in every other, always stati I ready to prey upon the industrious misses. We have heretofore exposed a number of the schemes ol these gentry, and now we have to expose another.
A concern which calls itself the Portlaud, Rutland, Oswego fe Chicago Railroad Company, and which j)ropnses to build a 1^1 I road all the way-frotn Portland, Me., to Chicago, 111., and as much farther as can gel means to go, coolly asks for a contract with the Post Office Department for carrying the mails, ami then for a subsidy of S5D,()0J per mile for every mile of its road, in six percent, bonds of the United States! As the total length of the line would be about 1/2J0 miles, the whole amount of the suUsidly would be SG0,(KH),00)! It is true that the proposition contemplates the ultimate payment by the railroad cornvnv of the bonds and the interest on them, but no security is .to be given for this payment, except the right to take possession of the road by the United States in case of default.
Reduced to its essence, the scheme is simply that the United States shall lend to a company of speculators S6J,0H),0i)0 with which to build a railroad so little likely to prove remunerative that private capitalists will have nothing to do with it. If, by chance, it should be successful, the speculators have the option of taking it at cost. Ifit should fail, they step out, and leave the United Slates to run tin ruad or take up the rails anil sell them for old iron, asrnay be found to be advantageous. It iy even be that the road will not cost the $50,0)0 per mile to be allowed, and in that case the company will be able to divide the surplus anions its members without being liable for itsreturn.
The bare statement of the character of this independent proposal to rob the national Treasury ought to be enough to insure its defeat. The Representative or Senator who votes for it will do so at the peril of being forever after rightfully susj ec ed of corruption, and ignomin ion ly compelled to retire from public life.—-V.
