The cause of the city against Thos. Bivins for carrying on the livery busi- | ness in Conrad Cook’s stable, on West Franklin street, was called in the Mayor’s court Tuesday morning. It had been discovered that the council had issued a permit to Mr. Cook to build an addition to his stable to enable his lessee Chas. Bivin, who was carrying on the livery business in the main building, to extend it. It was contended by Mr. John H. James, the deFts counsel, that the permit thus given barred the prosecution. The question was submitted to his honor by agreement of counsel. The Mayor declined to decide it but suggested under the circumstances he
