WASHINGTON (UPI)—There has been a definite trend in this half of the 20th Century toward upgrading the office of U.S. Vice President. No longer are our veeps automatically consigned to limbo. More and more, they are being given meaningful roles in the affairs of state. It is gratifying to note that President-elect Nixon intends to continue the veeply advancement. He says his vice president, Spiro T. Agnew, will be assigned duties and responsibilities above and beyond any previous veepian endeavors. This ties in closely with my own thinking. I have long felt that vice presidents could become useful members of society if the emphasis were placed on rehabilitation rather than punishment. We may be approaching the time when veeps will take over many of the burdens of the presidency. Perhaps it will work out something like this: Early in his term the president summons the vice president to his office for an important conference. “I want you to play a vital part in my administration,’’ he says. “I have already picked

I

out a big job for you, if you are willing to undertake it.” “Anything at all, Mr. President,” the veep replies. “I’m completely at your disposal.” “Fine. I’ve been invited to cut the ribbon opening a new bridge across the Mississippi. Think you could handle it for me?” “I'll certainly do my best, sir. And I want you to know I appreciate the confidence you have shown in me.” The veep performs the task with skill and dispatch. Deeply impressed, the president decides to entrust him with a more demanding mission. “I need someone to take my place at a groundbreaking ceremony,” he says. “The way you wielded those scissors has convinced me you are ready to tackle some spadework. How about it?” “I’ll give it everything I’ve got,” the veep promises. He turns the groundbreaking into a personal triumph, and the president rewards him with a crucial assignment. “I’m sending you to represent me at a cornerstone-laying,” he says “If anyone can do it, you can. And I will sleep better at night knowing your hand is on the trowel.”

Most players prefer to bid naturally, but there is no doubt that much can be said in favor of some of the artificial bids in vogue today among tournament players. Consider this hand played by Italy and the United States in 1965. At the first table, with Schenken and Leventritt NorthSouth for the U.S., the bidding went as shown. The notrump opening was natural and showed 15 to 18 points. Two clubs was the Stayman convention — it requested South to bid a four-card major if he had one. East (Avarelli, playing with Belladonna) doubled to show clubs. From then on, the bidding was natural. Leventritt had no trouble making four hearts. He lost a club and two hearts, period. At the second table, the bidding was considerably more spirited, and also considerably more artificial:

South W'est North East 1* Pass I* 2 NT (!) Pass 54 (D Pass Pass Dble The club bid by South (Forquet, playing with Garozzo) had nothing to do with clubs as such. It indicated at least 17 highcard points, but nothing about distribution. North’s spade response was also artificial — the fact that Garozzo had spades was merely a coincidence. It showed specifically one ace and one king, or three kings. The two notrump bid by East (Mrs. Dorothy Hayden, playing with this writer) was the unusual notrump convention and showed great length in both minor suits. After F 0 r q u e t passed, I jumped to five diamonds as an advance sacrifice against the major suit game it seemed certain our opponents could make. The Italians thus found themselves in the five level—and had not yet bid a real suit! They did the best they could by doubling, but the two-trick defeat brought the American team a net gain of 320 points.
