Whitcomb-Rock differ on new gun ruling

INDIANAPOLIS (UPI) Indiana’s Republican and Democratic nominees for governor differ on the extent to which conservation officers should be armed. Republican gubernatorial nominee Edgar D, Whitcomb said he will, if elected, countermand an order to the officers which leaves them without sidearms under ordinary circumstances. But Democratic gubernatorial nominee Robert L. Rock praised the ruling and said “I wholeheartedly concur” in the order which allows the officers to wear sidearms during the hunting season, when searching for poachers and on certain other occasions, but not routinely. Director John E, Mitchell of the Indiana Department of Natural Resources Monday isConference formed HOBART, Ind. (UPI)—A new high school athletic conference was formed here Monday night with principals of Chesterton, Hobart, Portage and Valparaiso signing a letter of commitment. No name was selected, but it will be considered at a meeting at Portage Oct. 28 at which constitution and bylaws will be prepared. The conference will begin officially with the fall sports in 1969. First-year competition will include football, cross country, basketball, wrestling, track, tennis, swimming, baseball and

golf.

Formation of the conference was the result of a breakup of the Northwesfr and Calumet

Conferences.

Plans are for an eventual eight-school conference. Missionary

workers missing

INDIANAPOLIS (UPI)-Three American missionaries are missing in a small plane in the Republic of the Congo, the Christian (Disciples of Christ)

Church learned Monday.

The single-engine plane operated by the denomination vanished on a flight from Mbandaka to Boende Sunday. Aboard were Max L. Myers,

wife of a Catholic dentist.

Myers is a Methodist layman who went to the Congo with his family last May to serve as a short-term Disciples missionary. Mrs. Goodall is the wife of a Disciples doctor at Ecumenical Medical Association Hospital at Boende. Mrs. Hoyt’s husband

also serves at the hospital.

Myers, whose wife and three children are in the Congo, formerly was a commercial pilot for Aeroline Flight Service at Quad-City Airport in Moline. He had been ferrying missionaries, patients and supplies between Mbandaka and remote villages in a rain forest area.

U.S. may resume

diplomatic

relations

By STEWART HENSLEY WASHINGTON (UPI)— The United States said today it was beginning consultations with other Western Hemisphere governments concerning possible diplomatic recognition of the new military junta in Panama. The State Department’s press officer, Robert J. McCloskey, said U.S. diplomatic relations with Panama were now “in suspension as a consequence of the overthrow” of the regime of President Arnulfo Arias, who has taken refuge in the U.S.

Canal Zone.

The U.S. position recognizes that the junta is in control and clears the way for consideration of whether to formally recog-

nize it.

In considering whether fo recognize the military regime, the United States and other members of the Organization of American States are obliged under terms of a 1965 special treaty to consider the junta’s intentions toward holding elections and whether it promises to respect and fulfill its international obligations. McCloskey said the United States hoped for a return to constitutional government in Panama as soon as possible. However, in the past it has recognized military juntas if they promised early elections and respect for international obligations.

Whitcomb, currently secretary of state, said conservation officers are charged with keeping order in the state parks and with enforcing game and fishing

laws, and as such are considered peace officers who must enforce the law. Whitcomb said the “risk a conservation officer runs with

any group violating the law is great.” “Therefore, he certainly should have the right to bear firearms while on duty,” Whitcomb said. “If I am elected, I will rescind any administration order to the contrary.”

The order was issued in accordance with a procedure outlined last week by Governor Branigin. It said that “effective immediately, conservation officers will not wear their sidearms while on duty, except that conservation officers charged

with enforcement of hunting laws of Indiana may wear sidearms during that particular tour of duty.” The order also states that “officers who have reasons to believe that they should be armed because of other special

circumstances may seek permission from their lieutenants for these special instances.” Mitchell also announced that effective immediately, “all conservation officers will be equipped with a chemical mace.”
