Americans stockpiling weapons By ANN WOOD WASHINGTON (UPI) — The President’s Commission on Violence heard testimony this week that fearful Americans are stockpiling guns and ammunition at a frightening rate. Today President Johnson had on his desk for signature legislation banning interstate mail order sales of all guns and ammunition and limiting over-the-counter sales to qualified purchasers. It was just over six months ago Dr. Martin Luther King Jr., was shot to death in Memphis, and just over four months ago Sen. Robert F. Kennedy was gunned down in a hotel in Los Angeles. The public outcry for stringent gun control legislation in the wake of the shocking assassinations was enormous. Reject Licensing But despite pleadings by Johnson and the hundreds of sacks of mail that deluged Congress from across the nation, lawmakers rejected stiffer proposals to add registration of guns and licensing of their owners. The final bill passed 160-129 by the House Thursday, though, was still the strongest antigun legislation ever enacted. Approved was a compromise that for the most part contained the more stringent features of a different version passed earlier by the House and Senate. And Lyndon Johnson, though disappointed, will certainly sign
it.
The measure expands limited hand gun controls enacted last summer to cover, for the first time, rifles, shotguns and ammunition. The combined package takes effect Dec. 16, representing the first new gun controls since curbs were placed on “gangster” weapons three decades ago. Under the new bill coupled with the hand gun law, an over-the-counter gun buyer will have to be a resident of the state or — if laws of both states permit— of a neighboring state. He also will have to be at least 21 to buy handguns, and 18 to buy long guns, and will have to have a record clear of felony convictions, drug addiction or findings of mental incompetence. Dealers will have to keep records of all sales. The bar against easy gun traffic across state lines is aimed at helping states enforce their own laws. Within his state or an adjoining state, a buyer may order a gun or ammunition by mail. But he will have to file an affidavit of his eligibility and wait seven days for it to be checked. The legislation also will make imprisonment of at least five years mandatory for a second or subsequent offense of possessing a gun during commission of a federal felony; end importation of surplus military weapons, and strengthen licensing requirements for dealers. Penalties for violation of the law range up to five years in prison and a $5,000 fine. The main exemptions in the sale area would; — Let the secretary of the Treasury grant special licenses allowing collectors to sell and trade “curios or relics” across state lines. — Let the Pentagon continue to supply surplus guns and ammunition to marksmanship clubs—a program it already has limited to junior clubs contain, ing potential servicemen. — Let a sportsman on an out-of-state trip rent or borrow a gun or—by executing an affida-vit-replace a lost weapon.
