UNITED NATIONS (UPI)— Secretary of State Dean Rusk carried the Vietnam peace issue to the United Nations today for his first and probably last speech to the General Assem. bly. Rusk was to speak at 11 a.m., EDT. The 59.year.old chief U.S. diplomat previously left the annual General Assembly foreign policy speech to the American ambassador. Not today. Ambassador George W. Ball resigned last week to help Vice President Hubert H. Humphrey’s presidential campaign. Diplomats said William C. Buffum, the number two U.S. man at the U.N., lacked the public stature for the occasion. Ball’s successor, J. Russell Wiggins, has yet to be confirmed by the Senate. Besides, Rusk leaves office in January, the administration felt the need to stress the firmness of even a lameduck policy and, after all, Vietnam was the subject. The diplomats said Rusk will question what would happen in Vietnam if the United States stopped all bombing of North Vietnam without any reciprocal gesture from Hanoi. They said they expected Rusk to bring in the issue of Czechoclovakia. Rusk was expected to charge the Soviet Union and its allies with violating U.N. charter principles in their August invasion of Czechoslovakia— raising the question of how much Moscow can be relied upon as a partner in settling world problems.

Europe, and had the problem of scheduling Hollywood and USO entertainment on ships and naval shore instal. lations for Europe, the Mediterranean, Eastern Atlantic and North Africa. As staff chaplain of the Naval Air Training Command based at Pensacola, Fla. he had the super. vision of religious and moral leadership programs for all Naval Air Training facilities in the U.S. As part of his work he organized seminars throughout the U.S. on moral leadership, the reduction of crime in the navy, and motivation for mental, moral, and spiritual development. Educators, penologists, psychiatrists, F.B.I.’ police, social workers, civilian clergy and chaplains, Red Cross and USO workers and students participated in these seminars. During this time he supervised • the work of some 55 to 60 Prot. estant, Jewish, and Catholic chaplains and their religious programs for 105,000 naval airmen. He sparked and supervised the building of an 800-plus seat chapel at Pensacola, which is the Naval Academy of the Air. He was decorated while senior chaplain on the USS Enterprise for manning the number 1 Battle Dressing Station (First Aid) while the ship was burning under repeated enemy attacks. He served with the U.S. Marines in the Caribbean, South Pacific, and Far East. He has done extensive radio and TV work, and is the author of two books, “Fighting the Devil with the Marines” and “God and Mother Moore”. His hobbies have been golf, bowling, fishing, writing, old automobiles, and motorcycling. He says he is “fond of all children, all beagles, and most people.” The Towers have two children: Virginia (Mrs. William B a 1 d w i u r n) of Crystal Lake, 111. and Edwin, a computer programmer at Allison’s in Indianapolis. verbalized opposition. It is at the moment weak, and I wish that, under its current leadership - it is tightly wound into the George Wallace movement - it would stay weak. But the impulses to opposition are there, and they are nurtured by those Americans who believe that what McCarthy was all about was the effort to affirm an American consensus which excluded certain things. Certain things as, yes, un-American. The repression of McCarthyism, so brutal, so total, drove these sentiments underground. There they gather, and may well do much more damage than the matron who bullied the poor defenseless writer who confessed an admiration for Adlai Stevenson. As indeed it is. This has nothing at all to do with the indisputable f&ct that Mr. Cohn’s book is self-serving. On the other hand, Roy Cohn didn’t write the kind of book the critics could most easily have dealt with, namely one which uncritically supported everything McCarthy did or said during the period of their association. Rather, Cohn’s book says, in effect, this: 1) McCarthy was a complex man whose movements were frequently fisorganized; 2) he was nevertheless up to something, something of considerable national significance and 3) in any case, the contumely to which he was subjected was out of proportion to his offenses. Fair enough, one would think.

Luckily, he was not doubled. This would ordinarily not have been much of a loss (only 90 points), since East - West could make two spades for 110 points. However, at the other table, with Avarelli and Belladonna North-South for Italy, the bidding went East South West North 1 * Pass 19 1 4 (!) Pass Pass 2 9 Avarelli’s spade bid with the K-10-9-6 would probably horrify a gieat many players who have been taught to base their overcalls on sound suits and playing tricks rather than high cards, but the effect of the bid in this case was that Kaplan and Kay wound up playing the hand at two hearts for down one, instead of two spades which they would have made. So Italy drew first blood, gaining 250 points on the veryfirst deal for 6 international match points, and they managed to maintain the lead thereafter. Late in the match the U.S. team staged a sensational rally and threatened to overtake the Italians. but they never did catch up with Avarelli's spade overcall.
