They are individuals, often friends.” Baker cautioned, “Hospitals don't operate on a first come first serve basis. The wopst cases are handled first.” In discussing the emergency room situation, Baker urged ar ea residents to remember that there is a shortage of physicians in the area. He added, “The hospital has no doctor assigned to the emergency room. No doctor is constantly on duty in the hospital.” “In case of emergency, the hospital nursing staff is capable of sustaining life until the doctor arrives,"Baker said.

He describes the emergency room as “an expensive facility that doesn't always have to be used. "Then he added that it is “Equipped to save lives and perform surgery.” Frank Baker, the doctors and the staff of the Putnam County Hospital urge area residents to remember, “There is no magic in coming to the Emergency Room.” Baker further advises,“Emergency room treatment of chronic ailments are not an economic thing for patients to do.” He urges patients to “call the family doctor first.” Patients treated in the emergency room of the hospital can be easily divided into two categories, according to Baker. Some have family doctors . Some do not. If a patient has a physician he regularly consults that doctor is contacted. He will go to the hospital or dictate directions of treatment to the nurse. If the patient has no family doctor, the doctor “on call” is contacted. Putnam County Hospital operates on the basis of the “call system.” Each day one of the volunteer physicians using the hospital facilities is available for treatment should any emergency situation arise at the hospital. Baker explained that small hospitals seldom have house doctors. Putnam does not. But a large difference exists between large and small hospitals. Baker stressed, “There is a personal relationship between the patient, the hospital and the physician in a small hospital.”
