al statistician at Purdue, said farmers in the northern counties were permitted a few favorable days late in the week. But for the most part, Hoosier farmers just stood by, unable to get into their fields.

PARIS (UPI)—American diplomats waited today to see if Hanoi’s new Vietnam negotiator has a line as tough as his bark. Le Due Tho, the personal envoy of President Ho Chi Minh of North Vietnam, arrived Monday and promptly publicly took a hard line. He said there can be real peace talks—the aim of the current pathfinding sessions—if the United States unconditionally halts bombing North Vietnam and other ‘‘acts of war.” U.S. diplomats led by Ambas-sador-at-large W. Averell Harriman reserved comment. They wanted to see if the man from Hanoi might pull something new from the sleeve of his highnecked military tunic Wednesday. Tho has a special importance. He has been a Communist party member for 40 years. He sits on Hanoi’s politburo. Not only Communist officials met him at the airport Monday but also their wives and children, a Red diplomatic gesture extended only to the more majestic proletarian potentates.

Opening lead—jack of hearts. The problem of which suit to establish in notrump play does not lend itself to flat rules. Every hand has its own set of circumstances, and a method of play outstandingly successful in one case might fail utterly in another, but similar, case. Consider this hand where South is in three notrump and West leads a heart. Before playing a card to the first trick, South should attempt to formulate a general plan of campaign. It would be poor practice to win the heart lead in either hand before having decided what to do next.

Declarer sees seven high-card tricks readily available. His problem is to find the best way of acquiring two more tricks. Obviously, the source for these additional tricks lies in either diamonds or clubs, and the question is which suit to attack. Let’s suppose declarer’s first thought is to attack the stronger suit, diamonds. If he follows through by winning the heart lead with the king and attempting a diamond finesse, he eventually goes down when East takes the jack of diamonds with the queen and returns the ten in order to establish his own long suit. While this method of play offers South a reasonably good chance of making the contract, it is the wrong approach to the play. Declarer has a 100% sure way of getting home if he wins the heart lead in dummy and plays the king of clubs. The defenders now cannot possibly prevent South from establishing three club tricks and making four notrump. So the moral, if there i" one, is that South does besi oy establishing his weaker suit. This does not mean that declarer should always favor setting up his weaker suit; it simply means that in the given circumstances there is one method of play that might succeed, but another method of play that is sure to succeed.

‘‘Corn planting reached the 68 per cent completion mark, and for the first time in several weeks fell behind the slow progress of last year,” the report said. ‘‘About 75 per cent was planted by this date in 1967 and 90 per cent is average. Corn that was planted averaged three inches high, the same as average and an inch more than a year ago. ‘‘Virtually no progress was made in planting soybeans. Soybeans are still only 20 per cent sown, falling well behind the 40 per cent last year and 70 per cent for average. The crop still averages an inch high, as more of the soybeans begin to emerge. ‘‘The winter wheat crop is 80 per cent headed which is about average, but well above the 65 per cent headed last year. Little of the crop has turned, with

turning mostly confined to southern counties.” ‘‘Virtually no hay was cut last week, and the first cutting of alfalfa hay is still only 10 per cent complete. Average progress is 35 per cent cut and last year 25 per cent had been harvested, clover hay is still less than five per cent cut while 15 per cent was cut at this time last year and 20 per cent is average.” But Strasheim reported moisture conditions were good. ‘‘Topsoil moisture was virtually unchanged from a week earlier, still averaging mostly surplus. Subsoil moisture increased but retained an adequate to mostly surplus rating. ‘‘For the third straight week pastures continued to improve. Pastures were rated mostly good.”

INDIANAPOLIS (UPI)—Tur-bine-powered racing is on the way out in United States Auto Club competition, if the group’s rules committee has its way. The committee Monday voted to recommend that the board of directors ban turbo cars from US AC events effective Jan. 1, 1969. The carefully worded proposal would in fact limit USAC races to ‘‘internal combustion reciprocating piston engines,” which would rule out anything like experimental steam, turbine or electrical engines. Vince Granatelli, Andy Granatelli’s brother and chief mechanic of the turbine which almost carried Joe Leonard to victory in last Thursday’s 500mile race, earlier Monday urged the rules committee to take

Cong strike repulsed

Among the other recommendations approved Monday by the rules committee was one calling for use of more shock absorbing materials in headrests to help drivers in the event of wrecks, and another calling for closing up of the field behind the leader when the yellow caution light is on. The ‘‘stack up” rule is already in effect in other USAC events. Its purpose is to expedite cleaning up the track by safety crews. The committee also recommended that the directors name an engine size committee to review formulas for piston power plants and make possible changes in size and equivalency formulas. Andy Granatelli said Monday night that ‘‘it is a matter of

‘‘immediate action” if it intended to ban the turbine. The Granatellis had three turbine-powered racers in the

record that while our 1968 cars set new qualification records, they were certainly not overly competitive.”

By JACK WALSH SAIGON (UPI) — American forces today beat off a Viet Cong strike at Saigon and killed more than 200 guerrillas 40 miles southwest of the capital. U.S. helicopter gunships shattered Viet Cong ranks moving up to the Y Bridge, on the southwest city limits and two miles from downtown Saigon. The Viet Cong had attacked during a predawn rocket and mortar barrage that showered the capital with 40 shells. Near Cai Lay in the Mekong Delta to the south, U.S. troops battled a guerrilla battalion seven hours Monday night and into today. The Viet Cong finally ran, leaving behind more than 200 bodies.

U.S. casualties totaled 18 men killed and 42 wounded. A U.S. helicopter was shot down by the guerrillas.

In Saigon area fighting, the guerrillas never got inside the city. Only their shells made it. The heaviest fire hit the bridge area and the U.S. Army

Overwhelming okay

VIENTIANE (UPI)-The Laotian National Assembly gave an overwhelming vote of confidence Monday to the government of Premier Souvanna Phouma, defeating a rightists’ motion critical of Phouma’s efforts to end the Laotian conflict. The premier maintained that the struggle between government troops and Communist Pathet Lao forces ‘‘does not depend solely on Laos, it depends on foreign powers.” The vote was 44-0, with 15 abstentions.

A civil defense spokesman said 135 persons, many of them elderly, spent the night in high school shelters in Tampa.

At 6 a.m. EDT, Abby’s center, was about 30 miles west of Fort Myers, near latitude 26.5 north, longitude 82.5 west, moving northeast at about 10 miles an hour.

The heavy shelling rounded out a month of Viet Cong spring offensive strikes at Saigon. According to allied intelligence, the attacks were designed to stir propaganda support for the North Vietnamese delegation in preliminary peace talks with American diplomats in Paris. U.S. spokesmen said that Monday night for the third consecutive day B52 Stratofortresses pounded guerrilla trails north-northeast of Saigon in an attempt to weaken the harass, ment of the capital.

Charles Brockman, USAC rules committee chairman, indicated that Vince Granatelli’s wish for fast action would be granted by the USAC board of directors if possible before its regular meetings in September.

‘‘The turbines have contributed vastly to what has come to be regarded as the most exciting and competitive race in decades. We cannot believe that the directors of USAC, representing all facets of racing, will pay heed to the self-serving requests of a few of our competitors who have made no word of complaint about the legality of our cars, nor made objections on any specific point.”

There was no debate on the proposal to ban the turbines. Last Friday the National Championship Car Owners Associat i o n overwhelmingly recommended the ban. Andy Granatelli resigned as president of the association the day before the 500 mile race because of the controversy.
