WASHINGTON (UPI)Former Treasury Secretary C. Douglas Dillon and banker David Rockefeller urged Congress today to end “diminishing confidence in the dollar" by approving an income tax increase. A former Treasury undersecretary, Robert V. Roosa, joining in the appeal, said the United States is in “grave danger of precipitating a worldwide economic disaster that could resemble the tragedy of the early 1930s." Dillon, Rockefeller and Roosa called for prompt approval of a tax hike and spending cut plan in appearing before the House Banking Committee. A HouseSenate conference panel was meeting at the same time in an effort to work out a compromise proposal. Dillon said “proper management" of U.S. financial affairs is needed to end the balance of payments deficit which threatens the dollar. “This means prompt approval of a substantial but temporary tax increase, coupled with an austere restriction on expenditures," Dillon said. Rockefeller, president of the Chase Manhattan Bank, New York, said a tax hike is needed to end “diminishing confidence in the dollar.” Roosa said the United States would be responsible if worldwide economic crisis occurred in absence of action on President Johnson’s request for a tax increase.
