Premier Oldrich Cernik’s speech opening the National Assembly’s session marked the first time'a Czech leader has publicly acknowledged the existence of West Germany. All dealings in the past have been with Communist East Germany. The news agency CTK said Cernik told the deputies Germany was “the basic problem” of Czech foreign policy. “We are basing our policy on the fact of the existence of two German states,” Cernik told Parliament. Although he did not specifically call for diplomatic recognition of West Germany Cernik said that “the prerequisite for the normalization of political relations is the recognition of these existing realities.” The session today was the first since Antonin Novotny’s Stalinist regime was ousted earlier this year. The deputies face deteriorating relations between Prague and the Kremlin over the reform movement and they must put into mition promised reforms.

The scholarships will be provided from income of a bequest of $50,000 to the university by Howard’s widow, Mrs. Mar. garet Rohe Howard, who died in 1965. The annual Income is estimated by the university at more than $2,000 and it will provide a maximum of four scholarships up to $1,000 in value. Mrs. Howard directed that priority be given undergraduate journalism students who are children of present or former employes of Scripps-Howard Newspapers or allied corporations, with preference for those “willing and able to work to provide part of their educa-

tional expenses.”

Fullbright blasts Peace Corps. WASHINGTON (UPI)- Sen. J. William Fulbright, D-Ark., contends that the Peace Corps is spending $4 million a year to determine whether any of its prospective volunteers are homosexuals or Communists. Fulbright sharply criticized Peace Corps Director Jack Hood Vaughn Tuesday for ordering extensive field invest!gations—at a cost of $415 each— for all new volunteers. Vaughn said the inquiries were “a very important tool in helping us to assess qualifications of volunteers to serve overseas.” But Fulbright called them a “useless exercise” and a remnant of the McCarthy era. The exchange came during a Senate Foreign Relations Committee hearing on the corps’ $112.8 million proposed budget for the next fiscal year.

Changes in Reserve force sites WASHINGTON (UPI)— The Army today changed the mobilization stations for more than 7,000 of the 24,500 national guardsmen and Army reservists called to active duty April 11. The biggest shift affected 3,671 Kansas national guardsmen, who originally were ordered to report to Ft. Campbell, Ky. They will now assemble at Ft. Carson,Colo. The Army said the changes were made “to improve the availability of equipment, facilities and training areas to these units.” The Kansas National Guard units involved were the 69th Infantry Brigade Headquarters Company, 169th Support Battalion, the 2nd Battalion of the 130th Artillery and the 1st and 2nd Battalions of the 137 th Infantry. The 2nd Battalion of the Iowa National Guard’s 133th Infantry was also ordered to report to Ft. Carson instead of Ft. Campbell. This change involved 911 men. Astronauts cold to space program

SPACE CENTER, Houston (UPI)— One of America’s scientist astronauts has quit the spaceman corps completely and another is become a part-time astronaut, giving most of his time to teaching, the space agency said Tuesday. Both men’s actions appeared related to congressional cuts in the space budget which have postponed scientific manned trips in space until 1970 or later. Dr. Bryan T. O’Leary, the one who quit, said he did so because “flying just isn’t my cup of tea.” All astronauts must learn to fly and O’Leary, one of the newest astronaut class, had been in pilot training a month. He also said “the recent budgetary delays are disappointing.” Dr. F. Curtis Michel, the one returning to the classroom, will devote 80 per cent of his time during the next year to teaching and research at Rice University in Houston where he taught before becoming an astronaut. The remaining 20 per cent of his time will go to space activities.
