Nixon’s plans back to drawing board
By LEONARD A. GRANATO NEW YORK (UPI)- Richard M. Nixon’s campaign for the GOP presidential nomination went back to the drawing board today. His entire thrust had been directed against President Johnson and now, suddenly, Johnson was out of the picture. Emphasizing Republican unity, the former vice president never criticized fellow Republicans in his campaign. All his fire was directed at the President and his policies. With Johnson announcing he will not run for re-election, Nixon was left momentarily without a primary target. But he masked his surprise after stepping off a flight from Wisconsin, and returned to the theme of party unity. He indicated Vice President Hubert H. Humphrey might be the man to beat in November.
“The country is looking for new leadership, and I don’t think the divided Democratic party can provide it,” he said. “My plans will be to continue to meet with the Republican leaders throughout the country. We need a united party to give the country new leadership.” Nixon added: “I would be surprised if Hubert Humphrey did not enter the race.” Johnson’s declaration exerted new presures on Gov. Nelson A. Rockefeller of New York to reconsider his decision not to challenge Nixon for the nomination. Rockefeller declined comment Sunday night on Johnson’s
withdrawal. Two weeks ago he announced he would not campaign for the nomination, but would accept a genuine draft. The former vice president said at the airport this was “the year of the dropouts—first Romney, then Rockefeller, and now Johnson.” He said he was surprised Johnson pulled out of the race but predicted Humphrey or “someone espousing the Johnson philosophy” would challenge Senators Robert F. Kennedy and Eugene J. MeCarthy, who both have attacked the administration’s Vietnam policy in the quest for the Democratic nomination.

Czecks find new voice to speak as they wish On the Czechoslovak national television network the other night a Roman Catholic priest spoke frankly of 20 years of church suppression in Czechoslovakia and compared the new government’s program of liberalization to the spirit brought to the church by Pope John XXIII. Czechs who watched and listened to the sympathetic interview could only shake their heads in disbelief. It was another first for the amazing Czechs who suddenly have found voice and now speak out in all directions. Nowhere else inside the godless Communist bloc, and specially not on a state-owned network, has a spokesman for the church been permitted such freedom. The reference to Pope John XXIII was to his encyclical “Peace on Earth” issued in April, 1963, easing more than 40 years of unyielding hostility between church and Communist states and opening the way to at least a form of co-existence. It had been preceded by only two months by Soviet release of Archbishop Josyf Slipyi, head of Ukrainian Catholics, after 18 years of detention at forced labor. It was followed some five months later by Czech release of Josef Beran, archbishop of Prague and Roman Catholic primate of Czechoslovakia, after 14 years of imprisonment. The church finally had established communication with the millions of Catholics behind the Iron Curtain in what Pope Pius XII had called the “church of silence.” Of all the failures of communism, the failure to erh.se religion from among the people of the captive nations is perhaps the most notable.
Branigin may be Humphrey stand-in in Indiana May 7 primary race
By HORTENSE MYERS INDIANAPOLIS (UPI)— President Johnson’s withdrawal from the 1968 Democratic presidential race did not change the lineup for a three-way battle in the May 7 Indiana preference primary, but it may mean that Governor Branigin will be a stand-in for somebody else— perhaps Vice President Hubert H. Humphrey. Branigin had no comment Sunday night when Johnson dropped his political bomb on a nation-wide television appear, ance. However, he entered the primary last Thursday, on the deadline day for filing, as a proxy for the President. The entry assured a threeway tug of war with Sens. Eugene McCarthy and Robert F. Kennedy and the first-in-the-nation primary showdown between the three. The deadline for filing also was the deadline for withdrawing. Therefore, Branigin cannot get off the ballot. Could Ignore Campaign But he could simply decline to campaign for anyone, in which case the fight for Hoosier votes would pit Kennedy against McCarthy, with ballots for Branigin becoming perhaps a means for Democrats to express themselves in favor of the Johnson administration’s policies, or at least a preference over the philosophies of the two senators. Lt. Gov. Robert L. Rock, who is seeking the Democratic gubernatorial nomination, said he was “now sure this eliminates the reasons Governor Branigin had to be a stand-in candidate for President Johnson.” “While he cannot legally withdraw,” Rock said, “I am sure
OBSCENE MAIL We have received numerous inquiries from Seventh District residents regarding the new law designed to protect our families from obscene mail and we would like to alert you to some of its provisions. On April 14, Title m of Public Law 90-206 will go into effect. This Republican sponsored legislation allows the householder to decide for himself whether or not he wishes to receive advertisements from smut peddlers through the mail. If it is decided that the material received is undesirable, here are the steps which may be taken: 1. If you receive an advertisement which you judge to be obscene, write a letter to the Postmaster General in Washington, D.C., or to your local Postal Inspector. Demand that he send an order to the mailer directing him to remove your name and address immediately from all of his mailing lists. You may also request that the Postmaster General’s order include the names of any minor children and other family members at your address. 2. If you continue to receive questionable mail in violation of the order, you may then request the Attorney General to seek a court order against the smut mail advertiser. 3. If you then get a court order and still receive the smut mail, the sender will be subject to contempt of court citations and a possible jail sentence. J. Edgar Hoover, head of the FBI, regards smut as a serious problem, one that is directly connected to the rising crime rate. Hoover declares: “It is impossible to estimate the amount of harm to impressionable teenagers and to assess the volume of sex crimes attributable to pornography, but its influence is extensive.” Hoover points out that police throughout the nation “unequivocally state that lewd and obscene material plays a motivating role in sexual violence. In case after case, the sex criminal has on his person or in his possession pornographic literature or pictures.” The new law provides that a court order against obscene mailings can be enforced both in the United States District Court in the area where it is received or the court in the area where it originated. This legislation, which I supported, allows every parent to police his own mailbox. It pro-

vides the American householder with an effective, enforceable, tough law against invasion of moral privacy by smut peddlers using the mails. It allows the recipient to decide what kind of mail is to be delivered in the family mail. I believe it is a solid step toward guaranteeing individual rights.
he will feel that our party and the nation will be best served by allowing the two announced candidates to campaign the issues and best crystallize thinking by the time of our May primary.” “This will make Indiana, in my opinion, the deciding factor in selecting the next President of the United States,” Rock said. Issue to Remain Democratic and Republican leaders generally doubted that the Democrats whose views on the Vietnam war had been represented by Johnson would abandon the issue. Kennedy and McCarthy have spoken strongly along “dovish” lines on the Vietnam war. Several said that Humphrey appears the strongest replacement for the defenders of a strong Vietnam policy. Gordon Durnil, executive secretary of the Indiana Nixon for President Committee, said he believes former Vice President Richard M. Nixon, the lone Republican entry in the Indiana primary, has “a greatly strengthened position” because of Johnson’s withdrawal. Durnil said the position Nixon has maintained on Vietnam has been much nearer President Johnson’s position than that of Kennedy or McCarthy. Humphrey Possibility Durnil noted that Nixon said Sunday night, “Don’t sell Vice President Humphrey short.” He said he believes the “Johnson wing” of the Democratic Part\ will bring someone into competition against Kennedy and McCarthy. Indiana Democratic state chairman Gordon St. Angelo, in Milwaukee as an observer of Tuesday’s primary, said “1 have no comment at this time.” Sen. Vance Hartke, D-Ind., a leading “dove” on Vietnam, said, “I for one was deeply moved, and I am sure all Americans join me in the prayer that the President’s statement will inspire Hanoi to a reciprocal move toward peace.” Hartke a year and a half ago predicted Johnson would not stand for re-election. Only 24 hours before Johnson’s announcement, a huge Democratic rally in Indianapolis heard Texas Gov. John Connally praise the President and criticize Kennedy. The annual Jef-ferson-Jackson Day banquet of the Hoosier party, a fund-raising affair which drew 4,600 persons, was geared to a build-up for Johnson. Critical of Kennedy Connally chided Kennedy, using such strong words as
“arrogant” and “vacillating” in referring to him, and implied that Kennedy had forgotten what his assassinated brother, President John F. Kennedy, had said about Vietnam. In Indianapolis at the time of Johnson’s announcement was Sen. Edward M. Kennedy, campaigning for his brother. Kennedy had no comment on the development. Buena Chaney, state chairman of the Republican Party, said Johnson had “read the Wisconsin polls just as Romney read the New Hampshire polls.” The Wisconsin primary is Tuesday, and Johnson and McCarthy were on the ballot with Kennedy a possible write-in candidate. “I think it was a noble way for him to get out of a difficult political situation,” Chaney said. Depart, of Mental Health will make revisions INDIANAPOLIS (UPI ) — Priority and territorial revisions for community mental health centers have been made by the Indiana Department of Mental Health in connection with meeting requirements for federal funds. Funds for 1968 to aid construetion of centers probably will not be available until the middle of 1969. Territorial changes included: Starke and Marshall Counties were removed from the St. Joseph County service area, Starke joining LaPorte and Porter and Marshall joining Kosciusko, Huntington, Wabash and Whitley. St. Joseph will have two centers of its own. The new priority list includes these areas as the top 10, in order; LaPorte, Porter and Starke; Vincennes; Lawrenceburg; Jasper, Huntington; Madison; Jeffersonville, New Albany; Indianapolis General Hospital; Bloomington; Terre Haute; Richmond. The March total was 8.8 inches, added to 5.4 inches in November, 3.5 in December, 17.0 in January and 1.1 in February. An April snow of only eighttenths of an inch could move this season up into fourth place. The only seasons with a great fall were 46.8 inches in 1895-6, 40 inches in 1892-3, 38.6 inches in 1905-6, and 36.5 inches in 1964-5. In contrast, South Bend has had 66.6 inches this season, only 5.1 inches above the 28 - year average.
