Bobby enlists help in his presidential campaign

WASHINGTON (UPI) - It might almost be 1960, the way Sen. Robert F. Kennedy is gathering the clan and the Irish Mafia behind his presidential campaign. But 1960 it isn’t, and Kennedy thus far has not been successful in wooing the firstline new frontiersmen that joined John F. Kennedy’s cabinet. Four Kennedy cabinet appointees are still serving in the Johnson administration, and none shows any sign of defecting. They are Secretaries W. Willard Wirtz, Labor; Dean Rusk, State; Stewart Udall, Interior, and Orville Freeman, Agriculture. Another close associate of President Kennedy, Larry F. O’Brien, became postmaster

general under President Johnson and is undertaking a key role in Johnson’s all but announced re-election campaign. The White House made clear Tuesday that Johnson would not stand in the way of any new frontiersman who out of loyalty feels he must join Bobby Kennedy’s camp. “I think each man has to decide for himself,” Press Secretary George Christian said. “There is no policy. It’s a matter of individual decision if such a conflict should develop.” Robert S. McNamara, another top figure of the Kennedy administration, is out of government. it appeared unlikely divided loyalties would let him choose sides. There is also the matter of the Vietnam War with which McNamara is closely associated. Kennedy is making the Johnson administration’s war policy a major political issue. Bobby Kennedy has had little trouble lining up the allegiance of the campaign crew, many of them later White House aides, that his brother used to call the Irish Mafia. And most of the Kennedy family clan, including Mrs. John F. Kennedy, is preparing to participate actively in Bobby’s show. One clan member, R. Sargent Shriver, is reported in line to be Johnson’s ambassador to France, but late indications are he prefers to stay home and work for his brother-in-law. The names lined up so far for the new Kennedy effort read like a roster of the 1960 campaign staff. Pierre Salinger, President Kennedy’s cigar-smoking, pianoplaying press secretary, will concentrate on fund-raising in California, the key primary as the Kennedys see it. Brother-in-law Stephen E. Smith is acting as campaign manager, and Theodore C. Sorensen, Kenneth O’Donnell and Sen. Edward M. Kennedy are taking over as top strategists.

INDIANAPOLIS-Employed women and certain men may deduct amounts they spend (up to a maximum of $900) for child care expenses for certain dependents on their 1967 Federal income tax returns if they itemize their deductions, James E. Daly, District Director of Internal Revenue for Indiana said today. The expenses for the care of certain disabled dependents may

also be deducted.

The deduction may be taken by a woman, whether single, married, widowed, divorced or deserted. A man is eligible only if he is widowed, divorced, legally separated from his wife, or if his wife is incapacitated

or institutionalized.

Those expenses are deductible for two types of dependents: (1) children under 13, and (2) someone who is physically or mentally incapable of caring for himself regardless of age. The disability may be temporary or

permanent.

Costs for the care of these dependents are deductible if the

care permits the taxpayer to be gainfully employed or to seek

employment.

The deduction is limited to what is actually spent, and may not exceed $600 in the case of one dependent or $900 in the case of two or more dependents. The requirements which must be met to claim this deduction

are:

1. Married women must file a Joint return with their husbands and reduce the deduction by the amount that their combined adjusted gross income exceeds $6,000. (This rule does not apply, however, if the husband is incapable of self-support due to mental or physical cause.) 2. Deductions are not allowed for the care of anyone whom the taxpayer is not entitled to claim as a dependent. 3. If the person receiving the payments performs other duties, only the part paid for child care may be deducted. More information may be obtained by contacting the nearest IRS office.

Sen. Eugene J. McCarthy headed for Wisconsin today and a week of intensive campaigning he predicts will produce a victory over President Johnson in the nation’s next primary on

April 2.

Before leaving Washington, the Minnesota Democrat said Tuesday he would support rival candidate Sen. Robert F. Kennedy, D-N.Y., over Johnson if he cannot win the Democratic nomination himself, but he said there were no deals. In reply to a student’s question after a speech at Howard University, McCarthy said he would have to support Kennedy if the first ballot at the Democratic National Convention in Chicago next August showed McCarthy could not defeat Johnson. “I think there is no question that I would have to support Sen. Kennedy, whose position has been the same as mine along the way,” McCarthy said. No Conspiracy But he stressed there was “no

arrangement” and “no con. spiracy” between himself and Kennedy, who enteredthenomination race only after McCarthy came within 230 votes of outpolling Johnson in the total votes of both parties in the New Hampshire Primary. McCarthy

said then his showing portended victory in Wisconsin. McCarthy and Kennedy both are basin? their campaigns on a call to abandon Johnson’s military policies and scale down the Vietnam War while accelerating efforts to meet domestic needs.
