Gunman gets only $776 in holdup

INDIANAPOLIS UPI —A lone gunman got only $776 for his work Tuesday in a holdup of the Maple Rd. branch of the Union Federal Savings & Loan Association here. The bandit, armed with a sawed-off shotgun, forced Mrs. Carol Worley to fill a white bag with money from her cash

drawer and from the next teller's cage. He then made her lie on the floor while he ran out the door. The branch manager, who was on the telephone to the main office when the bandit entered, reported the holdup and the main office sounded an alarm.

The House Committee on Ways and Means will resume its consideration this week of the President’s proposals for restricting travel abroad. Administration spokesmen in support of the measures have been heard. This week the Committee is hearing representatives of the public. In my opinion, the President’s travel tax is just another sample of the Credibility Gap which characterizes this administration. It is much like the President turning off the lights at the White House while insisting on maintaining, and most often increasing substantially, our spending committments at home and abroad. The Johnson Administration has proposed a 5 percent tax on air and water transportation. The President also wants to place a graduated tax on travelers outside the Western Hemisphere. The first $7 spent each day would be exempt. But Americans abroad who spend between $7 and $16 per day will be taxed 15 percent. All spending over $15 daily would be taxed at the rate of 30 percent. Exempted from the travel tax under the President’s plan are those remaining abroad for more than 120 days in connection with their business, profession, or ed-

Certainly, if the citizens of this nation are to be asked to pay a travel tax. the U.S. Government should be expected to set an example of self-restraint in an area in which it seeks to restrict its citizens. While I realize the seriousness of our balance - of - payments crisis, I do not feel these restrictions on travel can be a substitute for a vigorous effort by the President and the Congress to reduce federal expenditures at home and abroad. The President’s travel tax Is alien to a free society and destructive of free exchange of goods and persons between nations. As such they are damaging to goals America has pursued over the last several adesThis country’s balance-of-pay-ments problem has long been with us. It did not develop overnight. The basis remedy lies In a restoration of stable prices on U.S. goods and consequent expansion of American imports. This can only be achieved through a return to sensible fiscal policies in this country. It simply will not work for the government to overstimulate the economy by spending far in excess of its income and then say to all Americans — do as I say, not as I do. As I view the mood of this Congress, there is little chance the President’s proposed travel restrictions will be approved. The basic solution to our fiscal problems must be found at home.
