OFF and RUNNING By Tony D. Manuel General Manager

Well, the government has come out with a report which says in effect that if you and your family of four aren't spending at least $9,000 a year, you're not living moderately well. The report doesn't say what you should be making to live moderately well. It Just says what you should be spending. But since it's a government report, you have to conclude that the folks who prepared it expect you to follow your government's example and spend more than you take in."

One expert recently stated that you shouldn't judge a modern girl by her clothes and he'* right, too — there just isn't enough evidence. * * * What is probably the most sensible idea to come out of Washington in a good many years is the one made by a congressman . . . that able-bodied men on relief rolls be required to do some work in exchange for their checks. One possibility mentioned was picking up debris along public roads. Many similar types of work could be considered. This suggestion is probably quite appalling to most of the present generation of reliefers who have been brought up in the belief that the government owes every man a living, but those of YOU who can remember the depression days of the 1930's are made to wonder how, why and when the idea of performing some service in return for government support was dropped. * * * In a recent poll conducted on the Harvard campus, it was discovered that 25 per cent of the senior students who responded said that they intended to leave the country or go to jail rather than serve in the armed forces. About 60 per cent stated that they would make a determined effort to avoid military service. If the doctrine that the individual should defend his country only in those wars he approved of and obey only those laws he liked should ever be come widespread, the future of an orderly society protecting individual rights and freedoms would be dim indeed. • • • A news release in The National Observer re ports from New York, "An economy-minded City Council here is considering a proposal that would require . . . businesses that offer trading stamps to offer their customers the option of a 3 per cent discount if they don't want the stamps. If approved, the bill would subject merchants to $500 fines, a year's imprisonment, or both if convicted of failing to offer the discount." The council might just as well go a step further on the grounds of acting in the consumer's behalf and order any merchant jailed who placed an advertisement in the local newspaper or who was guilty of any promotional effort designed to attract business and customers. Promotion and advertising are to the free market as breathing is to a man. Threatening retailers with fines and jail sentences for pursuing time-honored promotional practices of the free market is nothing less than a prelude to dictatorship.
