B\ DIC K WEST WASHINGTON UPI -There is growing concern among military experts here the United States may lack sufficient manpower to meet its world wide commitments. 1 The question is whether the armed forces can fight the war in Vietnam, prepare for an emergency in Korea, maintain present levels of strength in Europe, and still have enough troops to collect garbage. Talk of using the National Guard to help out during the New York garbage colectors’ strike also touches on the issue of adequate training. Last summer when guard units were called out to help quell riots in some cities, complaints were made that they were poorly prepared for that type of duty. Since then, a number of guard units have added riot training to their curricula. But as far as I can learn, none has instituted garbage collecting drills. I recall that during my own * Army days this phase of military instruction was badly neglected. Our maneuvers were largely confined to picking up : cigarette butts and stray pieces of paper around the orderly 1 room. Certainly there was nothing in this regimen that would have prepared us to cope with 70,000 tons of refuse, which is the amount that has piled up in New York. Fortunately, we were never I thrown Into a massive trash

removal operation. Had we been, it would have resulted in one of the greatest disaster* since Galipoli. Recruiting commercials stress the technical skills modern servicemen acquire in learning to master complex weapons and communication equipment. There is grave doubt, however. that military garbage collection techniques have kept pace with an advancement of modem garbage, which also has gotten to be pretty complex. In many urban areas, It U necessary to separate the edibla from the non-edible, the combustible from the non-combusti ble. etc. Which requires sound, mature judgment based on experience. Yet I am told by competent observers that some military trash details still use sticks with nails on the ends-tha same equipment we used on po-lice-up mission in World War n. Is it nght to order raw. green troops to attack raw, green garbage? No. That Is not the American way. . Every National Guard unit should immediately set up an indoctrination program in garbage identification and recognition.
