LBJ calls for "fifth freedom" WASHINGTON UPI — President Johnson called on Congress Monday to wipe out all economic and racial barriers to college education as the key to what he called "the fifth free-dom-freedom from ignorance.” The President's proposals for guaranteeing availability of higher education to all young Americans was admittedly long range. But he asked Congress to work on it this year toward "a new and sweeping national goal: That in America there must be no economic or racial barrier to higher education.” The higher education proposal was part of an omnibus message to Congress on education at all levels. The higher education section called for a program of federally guaranteed loans, to be stepped up gradually to the point where 1.5 young people would benefit. And Johnson asked Congress to strengthen existing programs of assistance to higher education.
