Great Britain it finding, as the U.S. is sure to discover one of these days, that the doctrine of the pure welfare state is unworkable for one very good reason. No government can tap its people for enough tax revenue to pay the bill. As George Melloan writes of the British dilemma in The Wall Street Journal, "The government is beginning to doubt whether Britain can afford luxuries such as universally free medical care and family allowances." It is also beginning to doubt that universal benefits accomplish one of the primary objectives of welfare theory— freedom for all citizens from poverty and want. Th* Labor government is now looking for ways to provide such things as social insurance, medical car* and educational benefits on a selective basis, something that has been urged in the United States to no avail for years. Evidence of growing public disenchantment with pure welfarism in England may be seen in a public opinion survey revealing that 65 per cent of those questioned would be willing to pay higher taxes if the money were used only for the needy. Only 35 per cent were willing to pay mor* taxes for further universal benefits. Great Britain has pursued the welfare philosophy to the end of the road. The U.S. is proceeding down the same road at a speed that a lot of people feel is catastrophic. * * * "Congressman Chester Mize has drafted a bill which would permit tax returns, including the quarterly estimated tax payments, to be mailed to the Internal Revenue offices without stamps. He thinks even a small savings like the price of a postage stamp will mean a great deal to the harried taxpayer . . . too . . . the Congressman has an idea and perhaps one of these days they can pass a law which would pay business firms for making out all the reports required and for the collection of the government's tax money.
