By RICK DU BROW HOLLYWOOD UPI—This is the period of television’s midseason program changes, and one departure and one arrival stand out. The departure is “ABC Scope,” which exits Saturday after devoting a great many of its 107 weekly half-hour broadcasts to running coverage of the Vietnam war. The arrival Is “Rowan and Martin’s Laugh-In,” a weekly NBC-TV hour which has its second outing Monday, and which bowed in with fast gags and sketches offering topical bite and contemporary flavor. “ABC Scope,” for a long period, covered nothing but the Vietnam war, and no other prime time weekly network series can make that statement. It was a splendid commitment, and those connected with the series earned viewers’ gratitude. What apparently resulted in the cancellation of “ABC Scope” is the network’s current siege of financial trouble, which followed a failure to merge with the International Telephone & Telegraph Co. Budgets had to be cut sharply, and the news department felt the retrenchment, especially with the decision to place emphasis on elections and the

Olympics in the current year. During the admirable run of “ABC Scope,” the real villains in its failure to gain more public attention were the network’s affiliated stations. ABC-TV made the series available, but often it was either refused outright or buried in obscure time slots by the station; to them Vietnam coverage was not as crucial as lightweight shows guaranteeing more hard cash. And ABC-TV, being the smallest of the three networks, simply didn’t have the muscle to force its wishes on the stations. “Rowan and Martin’s LaughIn,” which replaced “The Man From U.N.C.L.E.” series last Monday, Is based on a special of earlier this season, and is a happy surprise despite its occasional flat spots. It Is a sharp break from the tiresome, standard variety format. It is all comedy, all upbeat and very pleasing because of its loose, good-natured approach. To the surprise of many viewers, it was perhaps more effective in its topical comment than the highly-publicized, but poorly done series, “That Was The Week That Was,” which had a run on NBC-TV some time back.

It is true that our 4-4-3-2 distribution with at least one stopper in each side suit strongly suggests notrump play, but we can’t turn a deaf ear to partner's indicated preference for suit play. With good support for suit play also, we should yield to that preference. 2. Four clubs. The possibility

of a slam suddenly looms on the horizon, and the best way of announcing this development is by bidding four clubs. This does not mean you have just found a club suit previously overlooked; It merely implies a heart fit and a possible slam if partner has the right hand. Thus, partner may haye any one of the following hands and go on to a slam if you make the encouraging bid of four clubs: 1. 4KJ742 *AQ953 I+A8 +10 2. |*KQ872 VQJ964 <+— +KQ2 3. 4QJ1O02 VAQ73 ♦AS +K7 3. Three notrump. This hand is "better adapted to notrump play than suit play, considering partner’s rebid, and the best way of expressing this view is by insisting on notrump. 4. Six notrump. In theory, your partner must have 20 highcard points to rebid three notrump, since your heart response might have been based on only 6 points. Partner cannot count on more than that except at his own peril. Since you have 14 points that partner knew nothing about when he leaped to three notrump, you are entitled to raise him to six on the assumption that there is a combined holding of at least 34 points — one more than the magic number needed for a slam. If he comes home lame, we respectfully suggest you start looking for a new partner.

Tessel, Patrick A Ostrau, Inc. feels the shortened trading hours which began Monday “may induce caution among traders, as was the case during the abbreviated sessions of last Aug. 8th through 18th when most of the list declined.” However. the firm advises, “opportunities still exist and commitments in those areas which show particular strength over the near term could prove rewarding.”

The capture of the USS Pueblo created a “new wave of market caution” in an already deteriorating market, Bache A Co. notes. Any rally must now “be treated with suspicion," the company feels. It says that “judging by the paucity of large block transactions relative to overall volum# . . . that institutional investors are ‘keeping their powder dry .”
